We are looking for someone to join the HR team working across South Oxfordshire and the Vale of White Horse District Councils.


The focus of the role is to complete all HR administration processes and other processes carried out by the HR team, such as new starters, leavers, payroll, invoicing and freedom of information requests, along with producing accurate HR reports and letters to employees.

We require someone with an extremely strong customer focus mindset with an ability to be flexible working on a very broad range of tasks to broaden their skills and knowledge across all HR disciplines.

The post holder is often the first point of contact for the HR Advisory Team and HR Operational Team and will support both workstreams.


Summary of responsibilities:

- administer and input into the HR system, working to tight predetermined deadlines
- scrutinise, check and challenge payroll instruction prior to inputting HR information data for monthly payroll
- review all payroll output data to ensure accuracy and correct as necessary
- administer all third party payment arising from monthly payroll
- administer post job adverts internally and externally
- produce employee contracts and onboarding documentation
- administer the new starter process, including administering Disclosure and Barring Service (DBS) checks, checking and filing references
- assist with the responsibility and ownership of the development of new course materials using our in house Learning Management System
  • LEAH.
- maintain individual training records and record of training providers on the HR and learning management systems
- answer general queries from staff and managers and know when to refer questions to other members of the team

  • Manage the HR Team inbox, responding to queries and allocating queries to the team as necessary
- draft a variety of reports, letters and contracts as required
- update HR procedure documents, forms and letters, when necessary
- administer the job evaluation process and associated outputs

  • Update HR pages on the Intranet and council websites.
  • Administer all benefits scheme

Your essential skills, knowledge and experience

  • Experience of working within a payroll team, inputting system changes directly and reviewing output data
  • Experience of working on a learning management system
- excellent attention to detail and organisational skills
- excellent administrative skills to a high standard of quality, including data entry, letter writing, spreadsheets etc.
- intermediate MS office skills and ability to adapt to using different databases and systems
- experience of producing reports from various IT systems
- sound written and verbal communication skills

  • Good standard GCSEs (grades A to C) or equivalent level of experience
