Salary:
£50,897 to £62,015 plus a location allowance of £1,721. You will receive £50,897 the band minimum. Progress to the band maximum of £62,015 will be via incremental progression.

Job Summary
Counter Terrorism Policing (CTP) operates in a dynamic operational environment, responding to continually evolving threats to UK national security.

This role sits in the headquarters Strategy, Planning and Performance Pillar (SPP), reporting directly to the Head of Strategic Planning who oversees all business planning, strategic design, and assurance activities for the organisation nationally.


Here, your main task will be to lead a small team of Business Analysts to deliver services from our Strategic Design Authority (SDA).

These include producing high-level designs for business change, design assurance, developing CTP's business architecture and providing advice on best practice to practitioners across the organisation.


The SDA is responsible for the initiation of key business change initiatives, you will engage with a diverse range of stakeholders, present the case for change, and develop conceptual design options.

As part of the SDA, you'll also provide assurance of in-flight projects and programmes across the full change lifecycle, ensuring their alignment with CTP's strategic direction, business architecture and operational environment.

As the CT environment is constantly changing, you'll keep a close eye on the security landscape too, assessing the impact of new events or threats as they emerge.


Key Tasks

  • Lead earlystage design activity for priority business change initiatives, ensuring design coherence with CTP strategy, business architecture and operational environment.
  • Lead on the review and assurance of inflight business change activity.
  • Engage with stakeholders across CTP, government, and private sector partners in relation to ongoing strategic design activity.
  • As required, support the wider Strategic Planning function with strategy and business planning activities.
  • Manage and develop a small team of Business Analysts, with responsibility for their continuous professional development and tasking.
  • Support the Head of Strategic Planning with developing the team's future direction and service offering for CTP.

Vetting
This post requires access to the most sensitive intelligence material on a daily basis.

Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access.

However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties.

For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e))
OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.


Confidentiality Agreement

How to Apply

Essential Experience

  • Experience collating and distilling information from a large number of sources, in order to provide concise and meaningful recommendations.
  • Experience with organisational strategy and operating model design.
  • Confidence in identifying and engaging stakeholders at all levels (internal and external), able to manage conflicting stakeholder requirements and priorities.
  • Experience with line management and the development of colleagues.

Desirable

  • Professional Business Analysis, Change or Project Management qualifications (e.g., BCS BA Diploma)
  • Experience of working in the public sector and/or national security environment
  • Understanding of, and interest in, UK national security
  • Experience of working in a challenging and dynamic environment
