Job summary:
This is an excellent opportunity for a proactive individual to work in a high profile role.
The post holder will sit within the Small and Medium-sized Enterprise (SME) and domestic commercial policy team within the Government Commercial Function in the Cabinet Office.
They will lead on payment policy which is a key concern for SMEs, including the manifesto commitment to use government buying power to ensure big contractors comply with the Prompt Payment Code.
This role will support the work of the SME team to obtain value for money and support SMEs and Start-Ups through procurement.
A key priority over the next 12 months will be the development of new legislation following the consultation Transforming Public Procurement.
Many of these issues attract regular interest from the top of Government and Whitehall, including Ministers, Number 10 and the Government Chief Commercial Officer.
The post holder will need to develop and maintain good working relationships with the Department of Business, Energy and Industrial Strategy who own business to business prompt payment policy.

This role will have line management responsibility for one member of staff
Payment Policy Lead
- Leading the policy development of payment proposals set out in the Transforming Public Procurement consultation and work with Cabinet Office Legal Advisors on new payment legislation as part of the Procurement Reform Bill.
- Lead on driving improvements in supplier payment performance to their supply chain by implementing the prompt payment measure in Government contracts.
- Leading on changes to public sector payment performance reporting through new legislation as part of the Procurement Reform Bill.
- Setting and implementing Government targets to demonstrate prompt payment to their suppliers.
- Producing high quality data reports for Ministers / senior officials on both departmental performance and government suppliers.
- Maintaining working relationships with high profile external stakeholders such as business leaders, trade bodies and Crown Representatives.

Essential Criteria
- Proactive, selfstarter who uses sound judgement, evidence and expertise to diagnose issues and identify opportunities for improvement.
- Experience of working closely and confidently with senior leaders and external stakeholders.
- Outstanding oral and written communication and presentation skills, including the credibility to present to senior audiences.
- Strong stakeholder engagement and communication skills with a record of collaborating across organisational boundaries and communicating complex solutions simply and clearly
- The ability to work flexibly and at pace and to make sound decisions in a complex and multistakeholder environment (for example, departments, Ministers, senior officials, external stakeholders).
Desirable criteria
- Knowledge of the policy and regulatory framework for public procurement in the UK.
