:


Working in a team with the Director of Land, the Head of Compulsory Purchase Orders (CPO's) will play a critical role in building the CPO capability and expertise across the agency.

You will be joining the Land Team within Technical Services and will lead all activities which promote the Agency's use of CPO Powers including providing technical expertise, support, best practice and leading on policy development.


Neil Mortimer is dedicated to providing high quality technical support and guidance to delivery teams and maintaining the highest professional standards across the Agency's CPO activities.

This role will provide technical input into other stakeholders across government and proactively promote CPO best practice with our local authority partners.

Working with key stakeholders and a professional team you will be instrumental in providing leadership and capability for the assembly of land using our statutory CPO powers.


The role will support the design and delivery of key strategic projects and will be closely aligned to our Strategic Plan Mission and Objectives.

There are some ambitious projects and initiatives to get involved with and this is an excellent opportunity to balance day to day delivery whilst bringing innovative CPO solutions and building expertise across the business.


A bit about you:


Whilst our day job is to deliver first class customer service to our stakeholders on Compulsory Purchase Orders, you will be used to "spinning several plates" at once and will always be looking for ways to improve and innovate.

Educated to degree level within a relevant field you will be a member of a relevant professional body (e.g. RICS, RTPI etc) and possess significant experience working at a senior level in a relevant part of the housing, regeneration, infrastructure, or development sector in the use and process of CPO's from the working up of an order and initial scheme proposal and costings, through to negotiations with affected parties.


You will have an in-depth knowledge of housing development and delivery, infrastructure provision, related government policy/regulations and current best industry practice and the ability to combine in depth CPO knowledge with a strong track record of viability appraisal work and valuation experience to help form the delivery arguments for projects.

This will include the creation and monitoring of Land Costs Estimates to help agency business forecasting and business case creation.


You'll have a thorough knowledge of CPO law and regulations, including proposed changes currently being brought forward by DLUHC and be comfortable supporting the Development Directorate leadership with complex CPO issues and representing the Agency at a senior level to external stakeholders and forums.
