We are looking for a confident, responsible, and enthusiastic individual to join us, someone that we can train up for this exciting opportunity as a Technical Officer, supporting our licensing officers, as part of our busy Health, Safety & Licensing Service.

If you have the drive and interest to be involved in the licensing of, and ensuring the compliance of the Alcohol, Entertainment and Gambling industry then this role could be for you.


You will also work under the direct supervision of the Principal Officer (Health, Safety and Licensing) carrying out low level inspections at licensed premises and giving technical advice.

You will at times be required to cover other Technical Officer posts across the whole of the health, safety and licensing service area, which covers animal welfare licensing, taxi and private hire, street trading, scrap metal dealers, skin piercing, explosives, caravan sites, and charitable collections as well as assisting with health and safety duties as required such as RIDDOR and smoke free regulation.


You should be able to demonstrate an excellent level of literacy and numeracy as you will be expected to calculate, receive and account for all licence fees.

You will need to be adaptable to change and open to new challenges in this ever-changing licensing world. You must be professional and flexible and be able to handle all matters confidentially and expertly.


Essential requirements are a minimum of 5 GCSEs, including Maths and English (grades A to C) or equivalent, excellent IT skills with the ability to pick up licensing's software quickly and easily.

Applicants should also possess excellent written and oral communication skills, be flexible and be able to work accurately and to often very tight deadlines.

The successful applicant must be a team player, comfortable working in a customer-facing role, highly organised and able to work on their own initiative as well as within a team environment


In addition to flexible working arrangements, we have a comprehensive workplace wellbeing programme embedded across the Council which will support your welfare.


The post is based in Beverley, however, will involve a 'blended' working approach where our time will be split between the office and some home working using remote and agile working arrangements.

You must be able to work from your home at times, usually 2-3 days a week depending on planned site visits.

At least 2 days are spent in the office workplace each week, collaborating with your colleagues


What does a normal day look like? All days vary; however, you will be responsible for assisting with the administration and compliance of a wide range of licensing activities as mentioned above.

The post holder will be required to have a positive 'can do' attitude, communicate effectively and establish and maintain good working relationships across several sectors including with licensees, and the general public.


You should hold a full driving licence and will be expected to travel to locations across the East Riding to carry out licensing compliance checks and assist with providing advice to local businesses.


You will need flexibility in your working hours as very occasionally you may be asked to work later into the evening or weekends to ensure the effective delivery of the Licensing Service.

This will usually be no more than once every two months. You will be paid for any additional hours worked.
