Investment and Technical Manager

Home based with some travel to Newcastle-Under-Lyme

We are recruiting an exciting new Investment & Technical Manager position within Aspire Housing, implementing, and developing a robust and consistent investment model for customers' homes.


You will manage the stock condition function to ensure the agreed stock condition programme is delivered annually to make effective investment decisions, predict building element failure, and estimate costs in advance.

You will be reasonable for a smallteam of technical staff who will define specifications and investment options to support our Asset Management and Sustainability Strategies.


We are looking for an experienced and communicative individual with strong knowledge of current housing issues, legislation and best practice.

You will have a good understanding of building procurement processes and forms of contract and will demonstratea thorough understanding of property investment and whole assets planning linked to robust business planning.

You will have the ability to develop financial projections, based on stock data and life cycles to aid business planning and budget setting and willhave a full understanding of the Decent Homes Standard, as well as the Housing Health & Safety Rating Standard and Control of Asbestos Regulations


The following skills and experience are also essential:

  • HNC/HND or equivalent appropriate building or housing qualification
  • CIOB/CIH/RICS or equivalent qualification in property surveying
  • Evidence of continuing development of professional skills, e.g., through training, qualification and/or experience
  • Substantial experience of operating at a senior level in managing residential and commercial property assets in either housing or the commercial sector
  • Evidence of managing services and providing assurance on building compliance and relevant health and safety legislation
  • Experience of developing and managing budgets and expenditure
  • Significant experience of managing Asset Management Databases and the analysis of stock condition data
  • Experience of developing specifications for planned work, (including M and E), in line with CDM requirements
