Job Overview


This role is crucial to support the management of Directorate governance through Performance and Decision forums as well as being the business change expertise across a diverse range of projects and programmes.

From planning through to delivery, we put every effort to successfully transform the Compliance, Policing, Operations and Security (CPOS) business function.

We work closely with a range of business areas to prepare them to embed change activities into business as usual, ensuring the delivery of efficiencies, continuous improvement and evidencing of business impact driving high quality service delivery and value for money.

Stakeholder management is an important aspect of the role, as well as resolving change management risks and issues.

We're looking for someone with the desire to showcase their skills and aptitude.

To fully succeed in this role, you'll also be a strong, confident communicator with excellent stakeholder management, collaboration, and planning skills, and it's essential that you possess a creative and dynamic approach to your work in order to deliver value to the team.


Key Accountabilities

  • Coordinate all inputs into CPOS governance meetings, including preparation of relevant committee agendas and providing challenge and support to senior committee attendees in development of papers and briefings to be submitted as directed by the Governance and Business Change Manager.
  • Delivery of the secretariat function for all CPOS governance forums providing an audit trail of decisions by taking minutes, logging actions to be monitored for completion and maintaining a forward plan
  • Accountable for managing and maintaining the Directorate strategic risk register on behalf of the CPOS Senior Leadership Team
  • Responsible for the provision of project management office support for all change activities as identified in the annual business plan, including defining activity scope, planning milestones, timelines, identification of risks.
  • Prepare the annual CPOS business plan and programme plan, capturing and reporting progress, value and benefits across the directorate.
  • Provide directorate performance oversight for key stakeholders and challenge the CPOS Senior Management Team to maximise efficiency opportunities, strategically manage risk and advocate a continuous improvement culture.
  • Support the Governance and Business Change Manager in undertaking the embedding of business change activities on behalf of the directorate, change is delivered in a way that maintains people motivation and engagement and changes are effectively integrated into the business and the resulting value of the change is evidenced.
  • Support the Governance and Business Change Manager in building and maintaining relationships with internal and external stakeholders, including third party service providers, to ensure that governance and business change services provided are effective and deliver the desired agreed outcomes that can be evidenced.

Knowledge

  • A knowledge of techniques and methods required for corporate governance (D)
  • A knowledge of Risk management methodologies, efficiency, value and performance management (E)
  • An understanding of TfL's objectives and the Surface Transport Principal Outcomes, the political priorities affecting TfL and the wider implications of decision making in the public sector (D)
  • An understanding of designing and delivering change within a large complex organisation (D)
  • Good knowledge of programme and project management tools, techniques and methodologies (E)

Skills

  • Excellent research and analysis skills (D)
  • Strong interpersonal skills and an ability to interact, build and develop effective working relationships with staff at different levels (senior managers and operational staff). (E)
  • Excellent verbal and written communication skills, including the ability to communicate clearly on complex issues (E)
