Job Purpose

We are making substantial investments in new digital technologies and skills to enhance our regulatory processes and management of information.


ONR operates a risk-based Integrated Audit and Assurance Framework (IAAF), which is based on HM Treasury's 'three lines of defence' model.

This role will oversee and manage our key risk management and assurance outputs and will lead a team who operate in relevant risk management and assurance roles.


The Head of Risk and Assurance role is critical to ensuring risks are understood and managed across the organisation and that associated assurances are offered to ONR's Board, Chief Executive, and key stakeholders.

The role operates as a vital interface between traditional (Tier 3) internal audit delivery (provided by Government Internal Audit Agency), (Tier 2) ONR Regulatory Assurance function outputs and (Tier 1) Regulatory Oversight deliverables.

It also has a specific focus on oversight of the delivery of Tier 2 specialist regulatory assurance reviews.


About The Role


The job holder will ensure ONR achieves its risk management and assurance objectives through timely, professional, and systematic, evaluation and reporting.

Specifically, that will involve the use of the following critical skills:


  • People skills, which enable effective and wellbalanced engagement with a host of senior and strategic stakeholders, to support the identification and management of key risks and to promote effective governance, risk management, control, and assurance arrangements.
  • Leadership skills, to manage a broad range of staff who are focused on risk management and assurance outputs.
  • An ability to deliver reports and complex assurance reviews to demanding deadlines and against a challenging resource backdrop.
  • The ability to make complex and challenging decisions about the scale and scope of assurance outputs, and an ability to balance expectations against corporate risks and vulnerabilities.
  • An ability to see and operate strategically in order to assist and advise senior ONR (and some external) stakeholders, including to Board level, about appropriate risk and assurance recommendations.

Principal Responsibilities

  • Leading the development and coordination of ONR's approach to risk management, including (where appropriate) ensuring alignment with the HM Treasury's Orange Book.
  • Leading and managing a team involved in risk management and assurance outputs and engaging with a number of senior stakeholders to support the identification and management of key risks and to promote effective governance, risk management, control, and assurance arrangements.
  • Advising the ONR Accounting Officer on the adequacy of the organisation's systems for managing risk, control and governance and delivering oversight and management of risk training and reporting.
  • Production and maintenance of a comprehensive Assurance Map for ONR in order to sustain its Integrated Audit and Assurance Framework (IAAF), and deliver a robust, evidencebased, independent assurance opinion.
  • Delivery of Tier 2 Regulatory Assurance outputs, including providing quality assurance of reviews and tracking relevant audit recommendations.
  • Delivering continuous improvement activities to improve assurance and risk practices and processes, including the management of all ONR's assurance activity and liaison with its internal auditors.
  • Acting as intelligent customer on behalf of the ONR Finance Director, to ensure efficient use of internal audit resource and the appropriateness and quality of service and value for money is achieved.

Location / Travel
This role can be based at any of our ONR's offices in Bootle, Cheltenham or London. However, there will be an expectation to attend our Bootle office frequently, if based at Cheltenham or London.

ONR operates hybrid working (working in the office and or at home) as part of our flexible working policy.

There is an expectation that everyone will spend time in the office on a regular basis, recognising that some work is better done face to face.

Managers will work with their teams on what works best to meet individual, team, business and organisational needs to enable collaboration, as well as balancing personal choice and wellbeing.


Security Clearance
The job holder will be required to hold security clearance at SC level or obtain it before appointment.

- have served for at least one year in Her Majesty's Armed Forces (as a Regular or Reserve)
- be in transition from, or ceased to be a member of, Her Majesty's Armed Forces; and
- not already be employed by ONR
