Background


The Tribunals Service and HM Court Service were integrated into a single Agency, HM Courts and Tribunals Service on 1st April 2011.

Bringing these two organisations together has removed duplication in management functions and increased the efficiency of the administration, which has enabled HMCTS to reduce what it spends away from the front line substantially.


Consequently, there are high expectations of all staff regardless of the job they do and high performance is expected from everybody.

The organisation is continuously adopting new or better ways of working to ensure that it focuses on just that which is essential.

As a manager within HMCTS the jobholder must provide clear direction and focus, visibly championing the changes which deliver greater efficiencies.

The HMCTS Executive Team expects managers in the organisation to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment, and by delivering results.


The jobholder will need to help staff and other stakeholders to understand the impact of the changes and the reasons for them, recognising that staff will need support during what will be an unsettling period.

This will include helping staff prepare for changes and supporting them through it. There may also be times when it will be necessary to deliver difficult or unwelcome messages. This must be done sensitively, but firmly, addressing any inappropriate reactions or responses.


The key purpose of the role is to


Supply excellent project or programme related administrative support services across all project portfolios within the project management team assisting with effective communication between project management and the business and providing central project support services to the across HMCTS.


You will also be responsible for maintaining central project records and producing regular management reports, as well as producing monthly financial reports and tracking budgets.


Key responsibilities

Operations

  • Manage the endtoend procedures relating to all aspects of the project life cycle.
  • Monitor the delivery of work streams against plans, chasing and challenging progress as appropriate.
  • Manage schedule and resource dependencies and conflict between initiatives.
  • Responsible for developing and managing an appropriate, tracking, control and reporting framework in support of the Change programme
  • Assess and evaluate information received from Programmes/Projects from the range of reporting sources.
  • Ensure all expenditure commitments and all payments are properly authorised, controlled and monitored in accordance with Agency procedures.
  • Assist the Portfolio and Programme/Project Support Office Manager with drafting documentation and reports, and preparing procedure and guidance documentation
  • Working with the Portfolio and Programme/Project Support Office Manager to support risks and issues management
  • Identify and resolve some operational problems, referring more complex and difficult issues upwards to Line Manager.
  • Assist with the support and maintenance of "best practice" in Programme/Project processes.
  • LEAN principles, tools and techniques to working practices to improve efficiency of operations.

Analysis

  • Develop and manage an aggregated view of delivery performance, resources and costs
  • Provide Ad hoc analysis and reports for senior management.

Communicating with the public, the judiciary, other court & Tribunals users and representatives

of other agencies and organisations

  • Work with the Portfolio and Programme/Project Support Office Manager, Change Managers and other programme/project managers across multiple projects and across HMCTS Business Areas.

Accountability

  • Reporting to the Portfolio and Programme/Project Support Office Manager
