Grafton Recruitment are now seeking to appoint an experienced Payroll Manager to our client based in Manchester.

The Payroll Manager will be responsible for providing a proactive and responsive payroll function by successful management of payroll and expensescontracts.

The Payroll Manager will be expected to ensure that the organisation meets the employer duties in respect of these contracts and deal with contract issues where necessary.

The post-holder will also act as a point of expertise for specialist payroll,pension and expenses advice for the client, for employees and Managers and be the main point of contact for the outsourced providers.


Duties of the Payroll Manager

  • To ensure that the organisation fulfils its duty as an employer for the payroll provider to produce accurate and timely payments, ensuring statutory requirements are met.
  • To be the key source of expertise for all matters relating to payroll, expenses and pensions, keeping abreast of any legislative changes that impact pay, payovers or pension scheme benefits.
  • To provide daytoday operational management of the activities relating to the payroll and expenses functions.
  • To develop and actively manage productive professional relationships with external and internal colleagues and service providers.
  • Identify possible improvements to systems and procedures and inform relevant people where appropriate to develop and implement a high quality service.
  • Lead on managing the contract with the chosen payroll provider, holding them to account for noncompliance against key performance indicators, ensuring value for money and working with all parties to maintain and improve the service provided.
  • To develop payroll plans that fall outside of the payroll contract and take any necessary steps to communicate the impact to the Finance Team, staff and senior management.
  • Lead on payroll contract renegotiation, ensuring continuity of service, liaising with procurement and senior finance colleagues.
  • Lead on the reenrolment exercise, ensuring the client remains complaint with pensions regulatory requirements and correct declarations are made.
  • Ensure correct amounts are being remunerated and controls on.
  • Reconcile balance sheet pay codes, ensuring transactions are accurately recorded and errors are identified and corrected quickly.
  • Make payovers of payroll deductions to third parties in line with timetables to ensure compliance with deadlines.
  • Provide and present data in reports so that the information is clear and accessible for the appropriate audience including board reports, Managers, employees and external data organisations.
  • Collate, analyse, interpret and present pay gap data for inclusion in the annual pay gap report, in line with government guidance, linking with senior HR colleagues.

Role Criteria

  • CIPP Foundation degree in Pensions Administration and Management, Payroll Management or equivalent experience.
  • AAT Level 3 or equivalent experience.
  • Expert knowledge of legislative requirements in relation to payroll, pensions and expenses.
  • Excellent interpersonal, communication and organisational skills and a customerfocused approach.
  • Ability to analyse and interpret financial information and deduce key points from large volumes of data.
  • Excellent oral and written communication skills with the ability to present complex information to a range of audiences.
  • Experience with Public Sector systems.
  • Experience with system produced payroll and pension procedures and revenant system interfaces and reconciliation procedures with other systems, such as the Financial Ledger.
  • Experience analysing and interpreting large quantities of data.
  • Experience dealing with Senior Managers, Directors and Auditors.
  • Associate CIPP or relevant professional membership is desirable.
  • CCAB financial qualification (e.g. ACA, ACCA, CIPFA or CIMA) or equivalent qualification.
