Contract
£17.59 per hour PAYE or £22 limited paid via Umbrella Company inside IR35

Our client is looking for an experienced Housing Revenue Officer.

Operational purposes

  • To be focussed and committed to working in partnership and collaboration to engage
and support service users in meeting their rental obligations and thereby successfully

sustaining their legal agreements with the Council.

  • Be proactive in early identification of tenants' difficulties in meeting their obligations to
pay housing costs, intervening at the earliest opportunity to ensure debt levels are

minimised and housing revenue streams are maximised.

  • Be dedicated; persistent and tenacious, but considerate in approach, using a full range
of office and field-based contact, support and enforcement techniques that are

continuously reviewed, balanced, and directed by the Housing Revenue Manager.

  • Work alongside the Neighbourhood and Tenancy Team to sustain tenancies wherever
possible, however, be primarily orientated towards collection of all housing revenue and

recovery of all housing related debts, including former tenant arrears, recharges, costs,

and leaseholder debts.

  • Support the service leadership team in service developments that enable and empower
customers to live independently, sustain their tenancies and reduce and prevent

homelessness.

the role
2 To have or be willing to work towards CIH Professional
qualification Level 3 or other relevant qualification
3 GCSEs or equivalent including English, Maths and or a
second language at Grade A-C
4 Membership of CIH D 1,4
Knowledge and experience
5 At least three years demonstrable experience of working
in the provision of Housing Revenue or Income collection /
recovery services
6 Extensive understanding and experience of operating
Income collection and debt recovery processes for the full
range of Housing Revenue streams and across relevant
tenure types
7 Be methodical in your approach to case management and
thorough, accurate, factual, and meticulous in your record
keeping
8 Have an extensive, in depth and up to date knowledge and
understanding of the entire welfare benefit system,
including reforms and how they impact upon tenants both
economically and socially.
9 Have an in depth understanding of the costs of tenancy
failure on both the tenants, their households, and the
Council and demonstrable experience of taking proactive
actions to support tenants in sustaining their tenancies.
10 Demonstrable experience of collaboration and partnership
working that has achieved excellent outcomes for people
and better performance of the service
