Join us as
Head of Housing Operations and DLO (Direct Labour Organisation) and you will get the chance to shape the Housing Operations service and truly make a difference by leading and inspiring a talented and dedicated in-house works team to deliver a top-quartile service, managing our housing stock and corporate buildings.


Babergh and Mid Suffolk are two District Councils in Suffolk, covering a primarily rural area with a few small market towns.

About the role


You will also work across the Councils to deliver exciting corporate agendas which include our aspirations for net zero and tackling the climate and ecological emergencies.


In this dynamic and pivotal role, you will:

  • Lead and develop a large maintenance team and programme of repairs and investment works, dealing with uncertainty and changing demands, delivering a significantly high standard of operations to meet strategic outcomes.
  • Be responsible for the preparation, review, and delivery of the DLO Business and Growth plans.
  • Be responsible for the delivery of a modern DLO operating model that is seen as top quartile within the sector.
  • Be an inspirational leader of teams, supporting and developing colleagues so they thrive whilst delivering operational targets and supporting strategic goals.

About you


We are looking for an innovative and motivational leader with proven senior experience in leading either a DLO or contractor to achieve excellence through sustained growth and ideally with a strong understanding of commercial acumen.


It is desirable that you:

  • Are a member of CIOB or RICS.
  • Possess or are willing to study for an ABBE Level 5 Diploma in Retrofit Coordination and Risk Management.


Our ambition is to deliver more through the in-house team, therefore we need someone to modernise, reshape and grow the team to deliver this agenda.

You will possess a strong skill set with experience to deliver a blend of innovation, determination, growth, and compassion.

You will ensure that clear strategy and effective planning delivers better-integrated systems, can-do customer cultures, and continuous improvement.


We are looking for someone that is comfortable in complex political environments, highly commercial with in-house and external contracts and who works strategically and influentially on vital partnerships with residents, businesses, wider stakeholders, and other parts of the council.

This role is based remotely with the expectation of 2 days working from either Stowmarket or Wenham


We can offer a competitive annual leave entitlement, increasing from 1st April 2023 to 24 days and 2 statutory days, a total of 26 days for those with less than 5 years' service, increasing to 31 days after 5 years' service.

Employers pension contribution is around 23%, with employee contribution between 5% and 12.5% depending on salary.
