Overall Purpose of the Job


To undertake leadership responsibility for a designated service area within the Housing Needs Service and to develop, manage and promote all aspects of the service area in accordance with the Council's objectives and priorities.


As a member of the Housing Needs Senior Management Team to contribute to the effective development and implementation of policies for the management of the Housing Needs Service and the Council as a whole.

To keep abreast of government policy and directivesin this area of work and take a lead role in developing action plans and implementing change where necessary.


Housing Options & Review Service
Maintain acceptance of statutory duties to the homeless to the lowest possible level within statutory responsibilities and Council policies and ensure the minimum use of temporary accommodation within this policy framework


To meet all legal and contractual responsibilities accepted by the Council in relation to the provision, standard and management of the Options Services and to ensure that services comply with the Housing Act 1996, Parts VI and VII and related case law,as well as other related legislation.

Manage the service budgets and any contracted
- out services in accordance with council guidelines and ensure that resources are controlled and allocated to optimize efficiency and effectiveness. Work in accordance with Government directives and legislationsuch as minimizing the length of time that families with children or who are pregnant, and 16/17 year olds stay in BB accommodation


Ensure expert advice, support and decisions on debt recovery matters, housing benefit assessment and welfare advice is available to Housing Needs staff, customers and partners.

Authorize proceedings, a) to recover arrears of license, bed and breakfast andother fees, b) to evict licensees from Council's temporary c) Ensure close working partnership with the Income Collection Manager to take effective action to maximise rent collection.


KNOWLEDGE:


Extensive knowledge of the statutory obligations and legislation underpinning the services provided by this service - homelessness, allocations and procurement.

Knowledge of broader housing legislation and government policies that impact on any aspect of the service

Knowledge of different procurement approaches, contract management and related legal and financial requirements


QUALIFICATIONS:

Degree level education or good standard

of sufficient to write complex reports.
