Interim Lead Officer - Fostering & Children's Commissioning

This opening assignment is for 2-3 months

Enhanced DBS disclosure is listed as a requirement for this role The purpose of the role is to provide management and leadership within Provision for Children with responsibility for and oversight of Fostering and commissioning for children in care and care leavers. Co-ordinate the provision of family-based care for children in care and care leavers working closely with Lead Officers across Children and Families that is highly effective and responsive, to the needs of children, young people and their carer's.


Key Responsibilities:


  • Act as the Ofsted Registered Manager for North Lincolnshire Fostering
  • Work closely with Lead Officers within Children and Families to manage and oversee effective provision to meet the care needs of children in care and care leavers within North Lincolnshire.
  • To ensure dynamic and effective recruitment, support and retention of foster carers to provide the best care for children and young people within legal and regulatory frameworks. Ensuring delivery that supports young people to develop and achieve their potential, acquire the necessary skills and emotional resilience to successfully transition to adulthood, gain independence and build longterm relationships and social networks.
  • Building on a new relationship with neighbourhoods and communities founded on enablement, you will help drive forward an integrated offer for children and families across both the Council and partnerships.
  • Deploy and monitor the effective use of resources within regulation, legislation, allocated budgets and establishments. To ensure that the functional area operates within budget.
  • Ensure that the Council meets its statutory responsibility and advise and guide on both current and future legislative, functional area and professional development.
  • Deputise for the Head of Provision for Children as appropriate.
  • Ensure that the North Lincolnshire One Family Approach is embedded in practice so that North Lincolnshire is a place of opportunity for all children, young people and families.
  • Act as and champion the corporate parenting role to ensure we achieve our promise to children in care and care leavers.
  • Be accountable for robust recruitment, assessment, approval and support frameworks, practice, processes and delivery of foster carers in line with regulatory and legislative requirements.
  • Ensure an effective and robust Foster Panel that is provided with high quality information, advice and guidance to fulfil its statutory responsibilities.

Qualifications:


  • Diploma or Degree in Social Work or equivalent predecessor qualification.

Knowledge & Experience:


  • Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  • Experience of working in a complex organisational environment.
  • Advanced knowledge of frameworks, requirements and initiatives in relation to fostering and commissioning, including recruitment, assessment, approval, fostering case work and resource management and how these relate to each other to work effectively.
  • Proven experience of developing, implementing and monitoring key strategies and plans within a local government setting, including experience of the children's agenda.
  • High level knowledge of all childcare and associated law. Including legislation relating to foster care and placements of children in care.
  • Experience of working within financial frameworks and budget management systems.
  • Proven experience and ability to devise and implement strategy at both the Council and wider agency level.

Skills & Abilities:


  • Able to devise, implement and monitor complex agreed plans and ensure these are carried out.
  • Ability to make key and critical decisions, develop policy and practice, negotiate with colleagues across the Council, partner agencies and the third sector.
  • Ability to manage and motivate staff working in a complex, highly demanding environment, with the skills needed to manage complex professional relationships across a range of diverse agencies and organisations
  • High level skills and experience to manage a diverse workforce.
  • Excellent analytical skills and experience of working in a statutory setting
  • High level interpersonal skills.
  • Excellent report writing skills.
  • Skills and previous experience in management and practice supervision.
  • Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
