The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:

  • Delivering security of energy supply
  • Ensuring properly functioning energy markets
  • Encouraging greater energy efficiency
  • Seizing the opportunities of net zero to lead the world in new green industries

For 2023, our priorities are:

  • Ensure security of energy supply this winter, next winter and in the longerterm bringing down energy bills and reducing inflation.
  • Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
  • Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.
  • Deliver current schemes to support energy consumers with their bills and develop options for longterm reform to improve how the electricity market works for families and businesses.
  • Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries.
  • Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

Job description:

Would you like to join a critical programme for addressing climate change? In 2019, the UK became the first major economy in the world to legislate to have "net zero" carbon emissions by 2050, meaning we will no longer be a net emitter of greenhouse gases which contribute to climate change


The Carbon Capture, Usage and Storage (CCUS) programme will deliver four carbon capture CCUS clusters, capturing 20-30 MtCO2 across the economy, including 6 MtCO2 of industrial emissions, per year by 2030.

The announcement of Track-1 clusters represented an important step in building our CCUS industry and decarbonising our economy.

As these first clusters are not the extent of our ambition, and ultimately, we expect more industrial clusters will be needed to meet Net Zero, successfully demonstrating CCUS at scale is an essential first step, building industry and investor confidence and catalysing the project pipeline.

HMG is committed to further development of CCUS, and we expect forthcoming Track-2 processes to bring forward capture and store more CO2 to contribute to our Carbon Budget 6 target achievement.

Key Responsibilities


Reporting to the Deputy Director for Programme Delivery, you will provide visible and effective leadership, leading a team and working with the senior official across Government to set up and lead the CCUS tranche 2 Programme Management Office (PMO) team.

You will also support the Head of the Central PMO in setting up the programme governance.


Tranche 2 is a multi-billion-pound sub-programme to deliver the expansion of our Track 1 clusters, East Coast Cluster and Hynet, and the Track 2 clusters, Acorn and Viking.

You will be responsible for developing a clear vision for your teams, championing the use of best practice project delivery standards, tools and processes.

You will work within an established Programme wide PMO, adapting and improving existing processes and procedures to benefit the programme.
