Job summary:


We are looking for a G7 Senior Capability Consultant to join our Organisational Capability Team in HR to work on a wide range of Capability projects that will further develop our global workforce across all grades.

This is a great opportunity for someone with organisational development skills and experience in building people capability and driving a learning culture in a complex and high-profile environment.


The role will offer opportunities to build UK and global stakeholder relationships across the department, play a key role in strategic direction setting, and support business delivery.

We are looking for someone who can demonstrate experience in engaging with senior stakeholders, deliver at pace in a sometimes-ambiguous environment and with proven success in building skills and capability across an organisation to improve engagement and deliver both short term and long-term strategic objectives.

The role entails a significant amount of operational delivery for a number of talent programmes including apprenticeships.


Your focus will be on driving an uplift in personal, core and professional capability across the organisation so that we see evidence of excellence every day and in everything that we do.


Job description:


  • Support the development of the DBT's Organisational Capability Strategy, ensuring our learning and development offer continues to build the capabilities needed for the future.
  • Design and implement a coherent development offer that builds capability and confidence at all levels, meets departmental needs and drives enhanced organisational performance.
  • Lead an ongoing programme of capability interventions to ensure that our development offer is best in class; providing consistent and effective learning with demonstrable business outcomes.
  • Drive engagement and communication activity to promote learning and development, ensuring the offer is clearly articulated, easily accessible and widely understood.
  • Provide strong leadership and management within the Organisational Capability Group, instilling excellent customer focus, business delivery, reporting and data/insight led prioritisation and decision making.
  • Build and maintain strong collaborative and proactive relationships across HR, to ensure that we jointly support careers, succession planning and develop our talent pipeline.
  • Develop detailed business and programme plans, monitor progress and manage risk to support effective and timely delivery of key activities in support of the departmental People Strategy.
  • Be recognised as an expert partner, able to offer strategic advice, guidance and support to the business in relation to capability and career development. Represent the department in crossgovernment meetings and forums to ensure we continue to influence, and engage with, the wider Civil Service HR agenda.

Person specification:


Essential criteria

  • Significant relevant experience working in a senior capability and development role.
  • Excellent track record of delivering engaging and successful development interventions.
  • Experience of managing a high performing, customer focused team, preferably within a matrix management environment with a collaborative and effective leadership approach.

Desirable criteria

  • Experience of coaching or mentoring.
  • CIPD qualified (or equivalent) or willing to work towards professional accreditation.
