Job Purpose
Lead the delivery of key projects to strengthen, automate and future-proof the People Directorate systems and processes.


Manage People Directorate suppliers, maximising value for money and ensuring they deliver the service levels required of a modern, best practice function.

Ensure access to data and insight across leadership teams, to enhance decision making.

Lead the on-boarding of new schools and in-sourced professional services in line with WAT values and TUPE legislation.

Oversee policy updates, ensuring policies remain relevant, up to date and effective.


Lead the delivery of other projects within the people strategy as required, such as a review of benefits, trade union recognition agreement, and equality, diversity and inclusion.

Ensure all change is managed brilliantly and in line with WATs culture and values.


Main duties and responsibilities

System & Process Transformation

  • Identify and implement quickwin improvements to enhance the effectiveness of current HR and Applicant Tracking Systems and associated processes.
  • Lead a review of the longterm suitability of our current HR, Payroll and Talent systems.
  • Create business cases and project scopes for proposed system changes, and lead end to end implementation from the identification of suppliers to benefits realisation.
  • Ensure full change management plans are in place for significant projects, ensuring employees are fully supported throughout.
  • Collaborate with suppliers and stakeholders to ensure projects are implemented on time, within budget, with mínimal impact on employee engagement and school outcomes.
  • Manage project scope, timelines, resource, budget, and risk through maintenance of project documentation and communication of status reports to management and stakeholders.
  • Escalate \"at risk\" tasks or issues in accordance with the agreed escalation process.
  • Coordinate and facilitate project team meetings, including agenda preparation, documentation of meeting discussion, and follow up items. Provide ongoing project decision communication.
  • Facilitate postimplementation reviews, lessons learned and project closure activities.
  • Lead a series of process improvement activities throughout the HR team with the aim of driving through efficiencies, value for money and consistency.

Manage HR Suppliers

  • Establish robust supplier management processes to ensure suppliers deliver value for money and outstanding service levels.
  • Source alternative suppliers as required, including suppliers of systems and people resources.

Data

  • Design and implement a data strategy to establish targets and track progress of delivery against the people strategy. This will include quantitative and qualitative indicators across the employee lifecycle.
  • Provide data analysis and insight as required.

Growth and Schools joining WAT

  • Project manage the people aspects of the onboarding of new schools and insourced professional services in line with WAT values and TUPE legislation.
  • Coordinate all aspects of the engagement and due diligence process with different stakeholders, including the school, Local Authorities, Trade Unions and staff.

Policy

  • Ensure HR policies remain relevant, up to date and effective.

Other

  • Coordinate and quality assure appraisal and pay review activity.
  • Deliver other projects within the people strategy as required. This could include remuneration and reward strategies, Equality, Diversity and Inclusion.

4. General

  • Actively contribute to the overall ethos, culture, values and aims of WAT.
  • Participate in training, other learning activities and performance development as required.
  • Attend and participate in relevant meetings as required.
  • The post holder is required to be aware of and comply with policies and procedures relating to child protection, equal opportunities, health and safety, security, confidentiality and data protection, reporting all concerns to the appropriate person.
**We would consider part-time applicants, no less than 0.8 FTE for this role.
