West Berkshire Council is currently seeking a motivated and compassionate Rough Sleeper Prevention Officer to join our dedicated Housing Service team.

Reporting to the Housing Strategy Development & Review Manager, this role plays a crucial part in our efforts to support individuals who find themselves sleeping rough and prevent homelessness within our community.


Based at our Market Street Offices, you will have the opportunity to make a real difference in the lives of vulnerable individuals by providing support, advice, and assistance to help them access appropriate housing and support services.

You will work closely with partner agencies, such as outreach teams, housing providers, and support services, to develop and implement robust strategies to prevent rough sleeping and address the underlying causes of homelessness.

You will the principle contact through the duty to refer mechanism and work alongside probation services, prisons and hospitals to ensure that vulnerable clients are appropriately supported back into the community.


  • Strong communication and interpersonal skills, with the ability to engage effectively with rough sleepers and build rapport
  • A compassionate and empathetic approach, with the ability to understand and respond to the complex needs of individuals experiencing homelessness
  • Knowledge of homelessness legislation, policies, and procedures, along with an understanding of the challenges faced by rough sleepers
  • Excellent problemsolving skills and the ability to work creatively to develop innovative solutions
  • Strong organizational and time management skills, with the ability to manage a caseload and prioritise tasks effectively

This role is fixed term until 31/03/202- Funding limited project

The salary for this role is up to £35,411 per annum, based on a 37hour working week. This post is designated as an essential car user, allowing you to carry out your duties effectively.

This role requires the incumbent to have a car available at work to undertake his/her duties as they will be expected to undertake at least 1500 business miles per year.

Essential Car User status attracts a lump sum allowance paid on a monthly basis as well as a free car parking space if he/she works at one of the Council's corporate buildings.


This role has been identified as public facing in accordance with Part 7 of the Immigration Act 2016; the requirement to fulfil all spoken aspects of the role with confidence in English applies.
