Sutton Council has ambitious plans for the borough.

The Council's new corporate plan sets out the Council's priorities over the next four years, and our plans to deliver those priorities to make Sutton a stronger, more sustainable and inclusive place foreveryone.


The Programme Lead - Localities & Assets will be key to making this happen, leading and delivering an ambitious programme of transformation to review and rationalise how the Council's assets (such as libraries, children's centres and other buildings) arebeing used to improve outcomes for residents and communities.


This means ensuring services are accessible to people in the right place at the right time while identifying opportunities for colocation and efficiencies in line with the Council's savings requirements.


The role will sit in the Council's Public Health & Wellbeing Directorate, but strong partnership working across the wider organisation and with NHS and voluntary sector partners will be key to delivering on these ambitions.

Person Specification

  • Significant experience of best practice programme / project management methodologies, and evidence of having applied these to deliver complex and high profile projects and programmes.
  • Good understanding of the key issues for the NHS, local authorities and service users (including a clear understanding of the national integration agenda).
  • Knowledge of innovative approaches to transforming services in the public sector.
  • Experience of managing cross organisational initiatives to achieve strategic goals, service improvements and efficiencies, with evidence of success in achieving targets and managing performance.
  • Understanding and experience of financial analysis and business planning processes.
  • Ability to quality assure and analyse performance and financial data and present information in a number of formats dependent on the audience.
  • Ability to rapidly develop understanding of complex issues in order to become a credible advisor to senior stakeholders.
  • Strong interpersonal skills with the ability to develop effective constructive relationships quickly across functional and organisational boundaries.
  • Excellent communication and influencing skills, including the ability to provide constructive challenge.
  • Drive, energy and determination to move a project forward.
