Morgan Hunt are currently working with a well-known
Public Sector body, based in London and the South East, in their search for a permanent Head of Procurement to develop and implement category, procurement and contract management strategies across the organisation.


As a successful postholder, you will be working with the Group Director Finance to review current college procurement systems and make recommendations for the future development of the service.

You will be accountable for ensuring all procurement actioncarried out by the organisation conforms to the group's financial regulations and public procurement regulations and inform and advise managers and other staff as required on procurement policies and procedures, sources of supply and assist with the preparationof cost estimates, obtaining and retaining competitive pricings where appropriate.

You will have experience working with Public Procurement legislation (including PCR 2015 and FTS). You will have experience within competitive dialogue, competitive procedure with negotiation and establishment of framework agreements. You will be a pragmatic,influential and well-communicated Procurement Professional with strong management, interpersonal and stakeholder engagement skills. Experience with Facilities & Estates, IT & Capital Projects.

You will be required to attend the Office (multiple office locations over East London& Essex) 3-4 days per week.

Key Responsibilities

  • To lead endtoend high value or complex procurement exercises and manage all associated supplier relations effectively
  • Working with the Estates, IT and capital projects to ensure that the college complies with the requirements of the Construction Industry Scheme for the payment of subcontractors as defined
  • Work both operationally and strategically across a number of categories and services from construction and Facilities to IT
  • Work with the Group Director Finance to review current procurement systems and make recommendations for the future development of the service.
  • To be accountable for ensuring all procurement action carried out conforms to the financial regulations and public procurement regulations.
  • Inform and advise managers and other staff as required on procurement policies and procedures, sources of supply and assist with the preparation of cost estimates, obtaining and retaining competitive pricings where appropriate.
  • Assist in the development and implementation of procurement policies and systems to support tendering, contracts management, spend analytics and supplier performance management.
  • Drive continuous improvement, best value and quality improvements within the team in challenging existing practices and actively seek ways to achieve better outcomes, contributing to ensure key performance and financial targets are met and corrective actiontaken where necessary.
  • Proactively support internal stakeholders to manage existing and new supplier relationships
  • To report to the Group Director of Finance and respective stakeholders as may be required from time to time to provide up to date status reports on procurement to include development, demonstrate value for money and compliance to regulatory procurementrequirements.
  • Produce quarterly procurement reports detailing all procurement undertaken in that period with details of the direct and indirect savings achieved.
  • To produce and issue invitations to tender via Etendering portal, deal with clarifications, evaluate and report on tenders returned, send successful/unsuccessful notification letters and perform relevant due diligence checks for where suppliers are notdrawn from approved framework agreements.
Personal Specification

  • MCIPS [Member of Chartered Institute of Purchasing and Supply]
  • Indepth knowledge of Public Procurement legislation (PCR 2015, FTS, etc)
  • A pragmatic and selfmotivated individual with strong relationship building, negotiating and influencing skills which are able to win difficult stakeholders
