East Sussex County Council is currently undertaking a Modernising Back-Office Systems (MBOS) programme to implement a new back-office suite called Oracle Fusion which will replace the existing SAP system.

The MBOS programme is currently at the user acceptancetesting phase.


The SME role will work closely with the Payroll Manager and MBOS programme team to support the delivery of the new system into the payroll service.


Key Areas of Responsibility:

  • Act as a key liaison between the payroll team, the programme team and the system implementation partner, representing the interests of the payroll service and helping to ensure that the new system is fit for purpose and meets the County Council's needs.
  • Support with the resolution of any business issues which arise, identify risks, and be involved in discussions around mitigation strategies.
  • Support with payroll user acceptance testing and parallel payroll running activity, as required.
  • Work collaboratively with key stakeholders across the payroll service and the programme team ensuring that the full business impact of agreed process changes are understood and embedded within the payroll team.
  • Support the Payroll Manager with the delivery of business readiness activity in preparation for go live.
  • Provide support to the payroll team during and post golive assisting with knowledge transfer, training and ad hoc support as required.
  • Assist the payroll team to undertake endtoend payroll processing activity post golive, supporting with the resolution and escalation of any issues, controls and failures identified.

About you:


You will have experience of working within a similar role and must be able to demonstrate the following skills, knowledge, and experience.


  • Experience of working in a payroll service in a system expert capacity
  • Functional Knowledge of Oracle Fusion Payroll and experience of operating the Oracle Fusion system for endtoend payroll processing
  • Knowledge of UK Payroll Legislation and HMRC compliance
  • Able to project manage change, liaising with stakeholders, managing time, working in a fastpaced environment.
  • Able to communicate complex and technical matters to nontechnical stakeholders through a range of communication methods
  • Able to influence and drive change
  • Excellent at communicating and building relationships
  • Excellent organisational skills
  • Able to work effectively as part of a team supporting complex, interdependent work
  • Able to represent the views and/or needs of their service in the context of a widereaching change programme.

Whilst not essential working in a public sector environment would be advantageous as you will understand the local government landscape, which would support your understanding of the various needs of the service.
