  • We are seeking a highly motivated Planning Specialist to join the Solent and South Downs (SSD) Area Sustainable Places team. As a Planning Specialist you will use your knowledge of the planning system to promote sustainable development and influence growth within SSD. This is an exciting and challenging role focusing on engaging and influencing place makers and developers. The role also offers opportunities to deepen your professional planning knowledge and develop your project management, innovation, and leadership skills.

Your work will involve:

  • Leading on the team's high profile workstreams including major development projects, high profile local authorities and strategic planning matters to secure robust and positive environmental outcomes
  • Providing technical leadership and expertise, guidance and training, primarily to Sustainable Places, but also to internal and external teams/customers involved in the planning process
  • Using your effective written and spoken communication skills to influence customers, both internal and external, while building strong partnerships
  • Training and coaching others to equip them with the behaviours, attitude, knowledge and skills to resolve local issues, ensuring decisions are made on sound technical grounds
  • Leading or participating in internal projects and working groups to achieve integrated solutions that progress continuous improvement both at area and national levels
  • Supporting the Team Leader in leading, supporting and managing the team


You must hold a full UK driving license or be able to demonstrate how you could perform this role fully without one.

Responding to incidents is a central part of what we do.

You will be required to have an incident role and make yourself available to respond to incidents, or provide business continuity support during an incident.

This may attract an additional payment and full training and alternative working arrangements will be available to support you with your incident role.

We take a pragmatic approach to our work and developing our skills to become more evidence led, business focused and customer orientated. To do this the team works closely with numerous internal technical experts across the Environment Agency.


  • Experience/skills required

  • You will be qualified to at least degree standard (or equivalent) in Town & Country Planning or relevant discipline. Alternatively, you will have significant experience at a technical level within the Planning System.
You will be able to demonstrate most or all of the following:

  • Extensive Knowledge of the UK planning system and relevant legislation particularly relating to local plans/supporting evidence, major growth projects and development management work
  • Communicating strategic and technical issues to a range of audiences
  • Establishing and maintaining a wide network which benefits the business through confident negotiation and influencing
  • Ability to make sound decisions based on complex factors and seek out opportunities for improvements
  • Providing Technical Leadership independently and as part of a team
  • Coaching/mentoring experience would be beneficial
  • Royal Town Planning Institute (RTPI) membership would be beneficial
