Job summary:

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 9,000 MOD Civil Servants located at over 300 locations.

Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, firefighters and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff.

The Army's Information Directorate provides the Chief Information Officer function for the Army, leads the Army's digitalisation, delivers information exploitation services and orchestrates the delivery of digital programmes.

The directorate also provides leadership and coherence across the Cyber and Electro-Magnetic Activities (CEMA), Intelligence and Security functions in the Army.

The Defence Learning & Management Capability (DLMC) will enable Defence to analyse, design, deliver, assure and govern policy-compliant Training and Education using a modern, sustainable suite of information services.


DLMC is a high profile, pan-Defence digital transformation programme sitting in the Defence People Portfolio but run by Army as Lead Command.


The programme will modernise the way Defence delivers its online Training Management and Virtual Learning services and will enable other transformation initiatives within TLBs.

DLMC will be developed and delivered with user needs at the heart of its design in line with the Government Digital Service Standard.


DLMC is looking for a Manager for the Programme Management Office with strong leadership and excellent written and verbal communication skills to coordinate and maintain traction in the programme, ensuring cost, quality, plan, time and benefits realisation are controlled and achieved.

This position is advertised at 37 hours per week


Job description:

The PMO Manager will lead, develop and maintain governance, drive and improve processes and handle the information artefacts.

This jobholder will manage the day-to-day activities in the PMO, guiding on policies and processes and providing accurate reporting material in good time to the relevant stakeholders.


Specific responsibilities will include:


  • Line management of small PMO team, reporting and developing them and training as required to support in delivery of PMO.
  • Monitoring, controlling and reporting on all DLMC P3M processes and key artefacts, including risk, issues, benefits, schedules and dependency management.
  • Supervising progress against agreed milestones through the Holding to Account process and programme tracking.
  • Monitoring and reporting against the Programme budget, including working closely with finance teams for budget planning and financial profiling.
  • Management of all Programme governance meetings, ensuring agendas, presentation slides and minutes are published in a timely manner and actions are tracked and followed up promptly.
  • Management of information management and knowledge management, including exploitation of digital methods to improve information flows and decisionmaking.

Person specification:


You will bring with you a combination of experience in P3M, a keen curiosity about the Government's digital transformation agenda and a willingness to learn and champion new ways of working.


Person specification:

The applicant will be hardworking, have good interpersonal abilities and work well in a diverse team.


They should also have strong communication, influencing and engagement skills and will be comfortable in acting as a champion for the programme delivery approach with stakeholders at all levels.


Essential requirements:

Previous P3M environment experience.


Desirable requirements:

Programme / Project Management qualifications such as MSP, Agile or equivalent.

Experience of working with transformative change.

Excellent reporting and analysis skills including MS Excel/MS PowerPoint at advanced/expert level.
