Job description:
It's an exciting time to join the MCA's UK Maritime Services (UKMS) directorate as the Technical Advisor (Technical Operations) supporting delivery of the MCA's Strategic Objectives and three-year Business Plan and developing and implementing standards of training and certification in accordance with international conventions and national requirements.
UKMS responsibilities include the survey and inspection of UK ships and foreign flagged vessels in UK waters as well as the promotion and implementation of UK safety, environmental and navigational regulatory regimes and the development and implementation of policy in relation to competency standards, Seafarer Training Certification and Watchkeeping (STCW), officer certification, safe manning, radio training and SMarT, promoting the health and safety of seafarers by providing for seafarer medical examinations and by supporting safe working practices on board ship.
The Technical Advisor (Technical Operations) will support the modernisation of seafarer training and the development of training and certification to support the fishing industry, future shipping technologies and innovations, and other activities to ensure the safety and wellbeing of seafarers and all those working in the maritime environment.
This is a fantastic opportunity to be part of exciting change with regards seafarer training and certification, getting involved in positive industry advances in relation to new technologies and positive environmental changes such as decarbonisation.
The UK Seafarers Services team are at the start of a significant change journey and this role will also be instrumental in identifying opportunities and driving forward the implementation of efficiencies from a comprehensive transformation Programme, whilst maintaining service standards.
Responsibilities
Responsibilities include but are not limited to:
- Providing technical and operational advice to industry and the public in accordance with MCA policies, contributing to the delivery of a regulatory climate that is clear, consistent and supportive of the UK maritime Training
- Contributing to the UK's Strategy to modernise the requirements of the STCW Convention and Code regarding training on vessels aligned with technological development.
- Providing technical input within the Cadet Training & Modernisation (CT&M) Programme, representing the MCA at various Working Groups.
- Working with stakeholders to improve and advance the UK's seafarer training system to deliver the next generation of seafarers to meet the needs of global industry.
This role can be based at either the Southampton HQ or Hull Marine Office.
MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.
Details of the arrangement will be discussed further with your line manager.
There will be a requirement for travel on official duty within the UK and overseas or offshore, which may involve overnight stays away from home.
A passport valid for international travel is required as well as a full driving licence valid for driving in the UK.
