This is an exciting opportunity to join the Housing, Neighbourhoods & Buildings (HNB) directorate, developing excellent working knowledge and understanding of the support functions and project work that underpins all HNB service areas.


You will be part of a small but essential team, responsible for the development and improvement the ongoing performance monitoring work across as well as actively supporting the whole of HNB in a variety of ways.

You will be responsible for working to deliver a wide variety of Corporate-led projects to the directorate, being flexible and adaptable in your approach enabling an excellent understanding of the needs of each service and how best to support all staff.

Training will be given as the annual cycle of performance monitoring takes place and new Corporate projects are identified.

You will be a key point of contact for a large pro-active directorate, working with front-line staff, Councillors, external stakeholders and the Senior Management Team, switching between communication styles and approaches to ensure queries and issues are resolved effectively, as well as supporting wide a range of training and support needs.


What is the job?


Current priority work involves supporting all areas of HNB with the final preparations for migrating to SharePoint, working with the project team to share relevant details of the coming changes in a concise and useful way with all areas and teams.

You will be presenting new ideas and systems to a range of colleagues and linking in with other services outside of HNB to share learning, feedback and highlight potential issues and training needs.

For many Corporate-led projects, members of the Performance Team are required to join working groups and panels to provide an essential link to the HNB directorate, ensuring the needs and requirements of staff and customers are considered when changes and improvements are made to systems, processes and policies.


You will develop, support and promote performance management across the directorate, improving service delivery through the provision of analytical performance information and interpretation.

Collecting, collating and reporting performance data as required, for example, requesting data from all areas of HNB to create the Quarterly GAS (Governance Audit & Standards) report that is shared with Councillors and other areas of PCC.

You will develop an excellent understanding of the returned data, compiling this into a comprehensive and cohesive report.

This is an evolving process, and you will use your developing knowledge of new systems, projects and policies to help to streamline the way this work is delivered.


The Quality & Performance Lead will support in the management and delivery of the annual Rent Uprating (Year End) process for HNB, working across all areas to ensure PCC's legal requirements are met and that risks are identified and mitigated in an organised and co-ordinated manner.

Liaising with Corporate project teams and external partners to understand the required outcomes for all work streams at Year End and the reflecting on the process to identify and action areas for continuous improvement is a key function of the role.


You will also be monitoring and managing the Business Support Team's shared mailbox, responding to enquiries relating to access permissions, GDPR and other ongoing work.

Supporting and signposting staff while being proactive in increasing your own knowledge and awareness to do so effectively, ensuring colleagues are informed.


  • The role will require working in the Civic Offices at varying times throughout the week, based on the demands placed on the team and the needs of the service. Remote working is also required, and equipment will be provided. _

Who is the person?
To be a Quality & Performance Lead you will need to have and be able to clearly demonstrate the following:

  • Excellent Microsoft Excel skills with the ability to collate and manage large amounts of data, using a wide range of tools to present and analyse information in a clear and transparent manner for a wide variety of audiences and abilities
  • Ability to be proactive and highly motivated with the confidence to work quickly, accurately and consistently when under pressure, managing your time effectively to adapt to conflicting priorities appropriately to meet changing deadlines. Experience of balancing working in an office and remotely, with demonstrable confidence in the ability to selfmotivate and manage time appropriately and effectively would be an advantage
  • Experience of using sound judgement to make informed decisions when faced with conflicting or complex information to reach a positive outcome
  • High level of technical competence in the use of M365 software including Teams, OneDrive and SharePoint with a proven the ability to lear
