Job summary


Working with all GP Practices within their Primary Care Network (PCN) the post holder will take a lead on implementing a PCN strategy and plan to increase cancer screening rates across the three national screening programmes bowel, cervical and breast.

The post holder will work closely with a range of partners to support the successful implementation of this strategy and deliver sustainable improvements to the rate of cancer screening uptake across their PCN patient cohort.


Main duties of the job
Using available guidance and resources, interpretation of data, innovative approaches and local partner knowledge, the post holder will oversee an increase in screening rates by:
supporting practices to improve screening uptake amongst those who have not responded to bowel or cervical screening invitations.

promoting strategies that encourage take up of breast cancer screening.

identifying hard to reach population groups and developing specific interventions aimed at targeting those identified groups.

The post holder will develop positive working relationships with the Cancer Screening Champions in their PCNs.

They will work with the Cancer Screening Champions to develop strategies that maximise opportunities to increase participation in cancer screening whilst avoiding duplication of work.


The post holder will share learning and good practice across the GP Practices within their PCN as well as with Cancer Care Coordinators in other PCNs.


The post holder shall act as a point of contact on the three national cancer screening programmes and will identify guidance and support to their Practices on all matters relating to cancer screening.

Main Job Responsibilities

Priority focus:

  • Through the utilisation of data and liaison with the Practice Cancer Screening Champions, develop a thorough and live picture of the Practice patient cohort.
  • Support Practices to understand variation at a Practice level and seek to understand why variations exist.
  • Using available guidance and resources, develop innovative strategies to:
  • increase bowel and cervical screening uptake by 5% amongst those who have previously not attended.
- encourage uptake of breast screening when rounds are due within Practices within the PCN.

  • Identify who the data is showing are the hardtoreach population groups within each Practice.
- agree with each Practice an area of focus within their hard-to-reach groups.
- utilise existing research and conduct PCN level work to establish if there are any specific reasons why these groups might not be engaging.
- support Practices to develop strategies to increase screening uptake by 5% within this patient cohort.
- support Practices to utilise available resources to tailor approaches to target identified groups.


Training and development:

  • Identify training and development needs within the PCN; this may include the use of skills audit etc.
  • Identify gaps in currently available training provision and work with line manager and other Cancer Care Coordinators to source training to cover these gaps.
  • Act as a point of contact for the three national cancer screening programmes, able to share knowledge where appropriate within the PCN.

Community Partnerships:

  • Develop community partnerships appropriate to Practice patient cohort e.g. links with BAME community groups.
  • Work with Local Care Partnership to represent the PCN practices and encourage integrated working to achieve patient outcomes.
  • Raise the profile of role within community and partner organisations
  • Create a local service map detailing organisations already working within the community, and utilise this to signpost staff within the Practice to existing services
  • Seek/facilitate patient and stakeholder insight to feed into future work planning and delivery
Raising Awareness of signs & symptoms and of health factors that influence cancer:

  • Identify local gaps in awareness of signs and symptoms including variations within different communities
  • Undertake targeted awareness raising activity of the risk factors/ signs and symptoms including non specific signs
  • Work with all relevant partner agencies to produce appropriate materials for the local population to raise awareness
  • Where appropriate, signpost practices and patients to support services at a local level
  • Ensure that Practice are engaging with national and local awareness raising initiatives, and appropriately challenge them where necessary
