PURPOSE OF THE JOB


This post exists to assist in the efficient and cost effective provision of externally provided services delivered to, and on behalf of, the Council.

This includes the provision of services by independent trading units operated by the Council.


More specifically, the post holder will assist the Category Manager in the procurement workstream for a range of contracts within a designated category area of expenditure.

Working in liaison with the Category Manager, support is provided through:

  • the provision of advice on the Council's procurement processes and best practice,
- project management of the procurement work-stream,
- sourcing providers for various requirements
- drafting tender and contract documents
- managing the contract award process

  • To communicate effectively with stakeholders, employees, customers and multidisciplinary project teams.

  • Able to see the bigger picture to ensure services are not only delivered to best value, but are delivered on time to ensure service continuity.
  • Demonstrate personal and professional demeanour which generates credibility and confidence amongst customers, members, chief officers, managers, staff, external partners and other stakeholders.
  • Able to demonstrate well developed oral and written skills, including specification writing.
  • Able to set personal priorities, objectives and deadlines while maintaining a focus on the key service priorities/accountabilities.
  • To understand and acknowledge other services operational needs whilst promoting best practice procurement.
  • Ability to acquire new skills and demonstrate a strong commitment to learning/continuous professional development for self.
  • A clear understanding of contractual principles and basic contract law
  • An understanding of the Procurement Gateway Process.
  • To demonstrate a sound knowledge of / and ability to use Word, Excel and desirably MS Project. To be able to use other systems as instructed

Work Related Experience (including voluntary or unpaid work)

  • Experience of planning, managing and monitoring programmes of work.
  • Experience of producing contracts and service agreements, ideally within a local authority context
  • Experience of making presentation to a wider audience, including members and senior managers.
  • Experience of using IT based systems to support decisionmaking.

Qualifications

  • Working towards a relevant professional qualification (e.g. MCIPS) and/or appropriate professional experience (desirable).

Job Types:
Part-time, Temporary contract

Contract length: 6 months

Part-time hours: 14 per week


Salary:
£26.75 per hour
