In this exciting role, you will support the London and South East Region Leadership Team in the delivery of regional High Streets Heritage Action Zone (HSHAZ) schemes.


National salary range:
£30,155 pro-rata


Greater London + salary range:
£33,356 pro-rata

Inner London salary range:
£34,969 pro-rata


The High Streets Heritage Action Zone programme was launched in 2019 as a four-year programme of grants and support to revive our historic high streets in response to their decline as a result of changing shopping habits over time and more recently the Covid-19 crisis.

Around half of the country's shops are in historic buildings, placing the buildings at risk and undermining the character, local identity and viability of the high street.

Historic England recognises the importance of connecting with the vibrant diversity our high streets have to offer and in addition to an ambitious programme of capital works, is running a cultural and public engagement programme alongside, which seeks to celebrate our historic high streets.

The HSHAZ programme aims to help local leaders implement bold new visions to transform their town centres and make them fit for the future.

Historic England is working closely with a variety of local partners, including local authorities, community groups and cultural organisations to deliver positive change; supporting high streets and town centres adapt to the challenges they face by investing in their local heritage.


The primary purpose of this role is to assist the Regional Director, the Regions Leadership Team and the High Street HAZ Programme Managers in the delivery of the High Street Heritage Action Zone programme.

Assisting and coordinating programme management, liaison and delivery of existing High Street HAZ projects, across your specific Historic England Region:
internally and with stakeholders.

What you will be doing


You will work with the London and South East Regional Team to assist the on-going monitoring, evaluation and review process for the programme for your Region, liaising regularly with both the HSHAZ Programme Manager and other Project Officers to ensure a consistent approach.

The HS HAZ programme is at a crucial point (ending in March 2024) and you will also be assisting project closure and evaluation activities, with the HS HAZ Project Officer role continuing until end of June 2024 to support this.

You will also work alongside another HSHAZ Project Officer in the region and share information between schemes.

To work with Regional Teams and project partners to assist the successful High Street HAZ's in your region continuing liaison with all HS HAZ partners and assisting partners through project closure and evaluation processes


To work with the HS HAZ Programme Manager to assist the implementation and ongoing monitoring and evaluation and review process for the programme for your Region, liaising regularly with both the Programme Manager and other Project Officers to ensure a consistent approach.


To work with the HSHAZ Programme Manager and finance teams to monitor the delivery of the programme, its budget and schedule in line with the business case for your Region.


To work with partner Project Managers and Regions leads to identify any risks to, or issues for, the regional HSHAZ programmes; advise on how these can be either avoided or mitigated, escalating to the Programme Manager where necessary and providing assistance where needed to help overcome obstacles to the achievement of the aims of the programme.


To assist the HSHAZ Programme Manager and HAZ Project Manager to provide quality management oversight of the regional HAZ projects, working with partners and appropriate colleagues to provide the information needed for oversight of the wider HAZ Programmes.

To monitor for and, where identified, address any inconsistency in the delivery of the Regional HAZ projects.


Liaise with other strands of the Programme, such as Business Improvement, and Policy & Evidence, Public Engagement and the Cultural Programme in order to coordinate activities in the most efficient way.


Implement the mechanisms established by the HAZ Programme Delivery Board by which benefits can be monitored and measured on an ongoing basis; including after projects have been completed.

Assist the development of and maintain all relevant documentation for the Regional High Street HAZ projects including the Scheme Plans, Programme Design and the Risk/Issues register and manage progress against them, exercising formal change control when appropriate, to ensure that project benefits and outcomes are identified, defined and tracked so that the HAZ implementation programme is delivered successfully
