Empower the region to shift from waste towards optimizing the resources they use and discard, aiding in more sustainable resource management, waste reduction, and increased re-use and recycling.



Barnsley, Doncaster, and Rotherham Councils (BDR) have joined forces to oversee the management of resources consumed and disposed of by residents, promoting sustainability, waste minimization, re-use, and recycling.

Our partnership has successfully established a state-of-the-art waste treatment facility through a Public Finance Initiative, extracting valuable resources and producing compost-like material.

The facility generates refuse-derived fuel, diverts over 98% of waste from landfills, and enhances material movement up the waste hierarchy.

We are seeking an energetic, skilled, driven, and visionary individual to take on the role of BDR Contract Officer.

You will play a key role in overseeing and supervising the BDR PFI contract, ensuring it achieves efficiencies and environmental advantages within a dynamic legislative landscape.

You will demonstrate analytical and innovative thinking in managing resources across the region, ensuring the BDR and South Yorkshire Partnerships remain cost-efficient while contributing to the region's carbon reduction goals.


You should have prior experience in waste management, waste regulations, contract oversight, project management, financial matters, budgeting, and forecasting.


You must possess strong communication skills, engaging confidently with diverse audiences, establishing positive relationships with them and other key stakeholders.

Excellent analytical, reporting, and presentation abilities, along with multitasking skills, are essential for delivering high-quality work promptly.

Collaborative work necessitates diplomacy, perseverance, patience, and effective organizational capabilities; persistence, persuasiveness, and occasional assertiveness will be vital.

The position will involve a blend of flexible hybrid work across locations in B, D, & R, as well as remote work.

The role is career-graded, with the initial position dependent on current skills, knowledge, and experience.


Shortlisting is scheduled for the week commencing 15th April 2024, with face-to-face interviews expected from the week commencing 29th April 2024.

During interviews, a 10-minute presentation will be required; the presentation topic will be provided in the interview invitation.
