Job summary

You are accountable for the capability of the Commission's digital teams.

Your focus will be on the development of skills and processes and toolsets to support the delivery of the digital products in the Commission's IT Roadmap.

You will embed a culture of high-performance, innovation and continual improvement.


You will need to work closely with stakeholders across the Commission to understand requirements and provide advice for the Commission's existing or future digital solutions.


A key part of the role will be to implement a culture and capability for the continuous improvement of the Commission's existing digital services, this will involve a high level of collaboration across the Commission including product owners, users and the change function.


Job description

Key Responsibilities:


  • Strategic Delivery
  • You will have a clear understanding of the Commission's strategy and business plan and be able to develop and deliver a capability roadmap that ensures DDaT is well placed to deliver the digital products that are needed to meet the Commission's strategic aims.


  • Continuous Improvement

  • You will be responsible for the delivery of continuous improvements to the Commission digital services, ensuring that small changes are delivered successfully and in a reasonable timeframe.


  • Digital Service Delivery

  • You will develop and sustain the directorate's capability to design, build, test and deploy high quality digital services. There is an emphasis on forward planning, improving internal capability and reducing reliance on third parties.


  • Digital Service Design

  • You will equip your teams with the skills to design products which meet specified requirements and that are compatible with agreed architectural principles and are compliant with the Government Digital Standard (GDS). You will support the team to identify and make the case for appropriate toolsets.


  • Digital Service Development

  • You will equip your teams with the skills to develop products using the Commission's current and future technology stacks. You will ensure that standards are developed, regularly reviewed and applied. You will support the team to identify and make the case for appropriate toolsets.


  • Digital Service Testing

  • You will equip your teams with the skills to assure the quality of products developed both internally or by thirdparties. You will ensure that standards are developed, regularly reviewed and applied. You will support the team to identify and make the case for appropriate toolsets.


  • Agility

  • You will promote agile and innovative ways of working within your teams striving towards increased engagement and effective performance for both teams and individuals

Person specification

Ability:


  • Excellent communication skills (written and verbal).
  • Excellent influencing and negotiation skills internal and external.

Experience

  • Leading teams to deliver successful digital solutions (user research, service design, development or testing).
  • Inspiring people and performance management.
  • Capability Strategy.

Technical:


  • DevOps.
  • Agile (Scrum & Kanban).
  • ITIL Qualified (or prepared to work towards).
