Senior Project Manager - Local Audit Competition, Capacity and Market Supply

You will provide senior project management support to improve competition, bolster capability and market supply within the local audit market
The roles will provide project management and policy, thought leadership in support of the responsibilities of the Executive Director of Supervision and the Director of Local Audit which include:

  • Leading a holistic, system wide approach to improving competition, bolster capability and market supply; and
  • Working with DLUHC, DHSC and for Local Government the Appointing Person (currently PSAA) to ensure that the objectives for local audit procurement now and in the future are aligned with the objectives of the wider system covering a range of local and healthand bodies.

Key Duties -

  • Supporting the Director of Local Audit in setting out policy position and objectives on the local audit market, competition, capability and supply.
  • Supporting the Director and Deputy Director of Local Audit to build strong relationship with DLUHC, DHSC, Appointing Person (PSAA), NHS England and others to understand on an ongoing basis local audit procurement, contract and market risks and measureson how these can be addressed.
  • Support the Executive Director of Supervision and Director of Local Audit to generate and test out with DLUHC, DHSC, PSAA, NHS England and other Liaison Committee members as necessary policy proposals and recommendations to address significant and systemicprocurement and contract management risks.
  • Support the Director and Deputy Director of Local Audit to finalise a draft workforce strategy for the local audit profession including policy proposals, recommendations, and an implementation timetable. Lead a process to road test the draft workforce strategyat a reference group of key stakeholders and facilitate approval by the Liaison Committee.
  • Oversee and coordinate the implementation plan for the local audit workforce strategy, monitoring progress, risks and holding key stakeholders in the local audit system to account.
  • Take a project lead and work closely with the Director of Competition Policy and dedicated local audit Competition Associate to ensure we have a comprehensive overview and assessment of the local audit market (Local Government and NHS).
  • Work collaboratively with support from a Competition Associate to engage with DLUHC, Cabinet Office and DHSC, NHS England on the scope and outcomes from relevant delivery model assessments for local audit procurement.
  • Codevelop a project with DLUHC, DHSC and NHS England on the longerterm procurement strategy for local and health bodies which leverages on reviews performed by others, for example Cabinet Office and PSAA. This project will involve creating working, referencegroups and drawing on contributions from Liaison Committee members.
  • Ensure that there are appropriate agreements and gateways to receive timely and highquality information, intelligence and data required to have a comprehensive local audit market assessment and deliver a workforce strategy for the audit profession.

The Person
You may be a senior Manager from a professional services firm.

Local audit experience although desirable is not essential if you can demonstrate if you can demonstrate market knowledge and transferable experience including procurement and competition issues.

In addition A relevant professional accountancy qualification or equivalent with significant post-qualification experience or significant regulatory and/or contract management experience.


  • Knowledge and understanding of the audit regulatory environment and the issues facing audit in general in the UK.
  • Knowledge and understanding of the local audit framework and the system issues and challenges facing local audit in England, particularly on the local audit workforce, procurement and contract management.
  • Appreciation of commercial, regulatory and other external influences
  • Experience of working with regulatory and/or government departments on policy responses to issues and challenges that impact on multiple stakeholders.
