The Team


This is an exciting opportunity to be involved in the support of increasing recreation opportunities for the wider public and safeguarding responsible access to nature and the outdoors in England into the future.


The use of land for camping or a caravan site normally requires either a local planning authority licence or planning permission.

However, under two historic pieces of legislation (the Public Health Act 1936 ("the 1936 Act") and the Caravan Sites and Control of Development Act "the 1960 Act"), Natural England has a delegated duty to grant certificates of exemption to any organisation which encourages or promotes recreational activities.

The process allows exempted organisations to licence individual sites on the ground belonging to them or third parties for camping and caravanning use.

Job description


The Role
This is a nationally based role within the Customer Engagement Team.

We are responsible for the issuing of exemption certificates as part of our delegated responsibility on behalf of the Department for Food Environment and Rural Affairs (DEFRA).

The role will involve a mixture of hybrid home and office working, with the expectation that the successful applicant will attend their associated office once a week.


As a Customer Engagement Lead Adviser you will be working alongside external partners and customers to enable the issuing of exemption certificates for the purpose of temporary recreational caravan and camping for a wide variety of clubs and their members.

You will act as a technical lead in this area, providing advice and guidance to the public and working with local authorities, DEFRA and partner organisations whilst maintaining excellent customer service.


You will be expected to contribute to updating and refreshing the current 2018 Guidance, looking to find continual improvements to the issuing process and oversee the governance of the process involved and evidence needed to support the issuing of certificates.

You will also be responsible to provide a supporting role within the wider Customer Engagement Team, managing general customer enquiries and the customer complaints process, specifically around Caravan and Camping exemptions in the first instance.

  • You will provide technical expertise to the delivery of reform and continuous improvement, including new working practices, working with other bodies and our internal teams to ensure a clear vision for the refresh of the guidance is achieved and all changes are legally sound and theory tested.
