Job description:


The DIO Major Programmes and Projects (MPP) Air Directorate is a portfolio of work valued at approximately £4bn covering a dispersed geographic area.

It encompasses all capital construction work undertaken in the UK on behalf of the Royal Air Force, as well as elements of the Defence Estates Optimisation programme.

The new customer focussed Air directorate strives to build commonality and consistency of service to the customer across the portfolio, delivering an outstanding service to time, cost and performance in a safe and responsible manner.

The Airfield Operating Surfaces (AOS) Programmatic Approach (PA) team sits within the MPP Air Directorate - Programme Management Office.

Summary of the Role
The AOS PA Lead will be taking on an innovative new programme approach at an exciting time.

The role will see you working and collaborating across various departments and FLCs and being at the forefront of moving the management of our airfield assets from a "fix on fail" approach to a proactive Asset Management Approach to support TLB critical investment decision making.

You will lead the newly established AOS Asset Management Office (AMO) along its maturity journey with experts from across the organisation.

As a critical pathfinder for both MPP and the Defence Asset Management Programme you will be empowered to experiment, explore and improve over the coming years to deliver the intended strategic objectives.

You will work alongside experts in airfields pavements and electrical as well as SMEs in infra delivery and commercial in support of achieving strategic objectives.

Key to the role is within the programme planning space specifically looking for efficiencies in delivery including identifying commercial opportunities, design innovation and seeking delivery and approvals efficiencies through improved programming and sequencing.

You will have the freedom to shape the direction through horizon scanning and collaboratively exploring opportunities to deliver improved infrastructure solutions through a culture of learning and continual improvement.

Direct line Management of 3 x SEO's.
Duty travel within the UK will be a requirement of the post

Person specification:


  • Working at the heart of a highprofile capital infrastructure delivery team, the AOS Lead will be responsible for:
  • Promoting strong working relationships with all colleagues across MPP, DIO and MoD
  • Seeking to challenge and improve current ways of working to deliver benefits to Defence
  • Be an authority within the AMO, coordinating efforts across the integrated team
  • Contribute to a positive, collaborative and proactive working environment
  • Ensuring implementation and management of the Benefits Realisation Plan
  • Managing the programme budget and plan, AOS Planning Groups, Working Groups and Innovation Hubs
  • Ensuring strong and accurate reporting up the chain and to relevant authorities and improve upon our communication of risk to enable effective management decisions
  • Develop a culture of continual improvement within the team; Share best practice amongst peers and contribute to lessons learned exercises for projects
  • Continually refine the data requirements for AOS and AGL assets to ensure we are able to effectively assess and report on our asset condition for planning and risk management
  • Develop a clear understanding of the pipeline of AOS projects, constraints and mitigations and work with TLBs to inform their 10 Year Infrastructure Plans
  • Ensuring Programme level risks are captured and issues resolved
  • Ensuring Early Contractor Involvement (ECI) opportunities are understood and sought and collaborate with the supply chain (design and construction teams) to develop innovative delivery solutions
  • Working with your counterparts in Single Living Accommodation and Defence Estate Optimisation to evolve the operating model
  • Accountable for delivery of option studies and construction document
