We have some great long term opportunities for experienced property Surveyors used to working on lease negotiations, acquisitions and associated works within this friendly NHS Trust within their property services team

Role?

a) To provide support to the Head of Property and Premises to ensure that the Trust's property portfolio is actively and efficiently managed and used to best effect to deliver the Trust Estate Strategy.

To assist with a wide range of complex land and property management issues including leases and licences, acquisitions and disposals, boundary disputes etc.

b) To assist in the day to day operational management of the Trust's property portfolio conducting and progressing to completion the negotiation/ documentation of terms and conditions for freehold and leasehold acquisitions and disposals, leases, licences, easements, etc.

c) To lead on the delivery of specific property acquisitions and disposals, as agreed with the Head of Property and Premises, working independently and being responsible for all associated negotiations, due diligence and legal documentation work of varying size and complexity up to a typical value of £1,500,000 ensuring full compliance with relevant statutory requirements, NHS and the NHS Foundation Trust policies and procedures, codes of practice and good industry practice.


d) The post holder will need to communicate confidently, clearly and concisely with a wide range of individuals both in one-to-one and group settings (e.g.

estates officers, estates project managers, finance managers, senior managers/directors, solicitors and valuers/property agents).

e) The post holder will be required to receive and impart complex information on a regular basis. In meetings and group settings the post holder will be required to demonstrate excellent communication skills - thus ensuring that highly technical information (e.g. legal terminology and information relating to lease terms and property deeds) are fully understood by all present.

f) Co-ordinate the arrangements for sealing and signing of documents, tracking the movement of these documents between the team and/or its partner organisations and their legal representatives.

g) Support the Head of Property and Premises with the production of information, reports etc (e.g. estate rationalisation option appraisals).

h) Provide day to day guidance and support to the Asset Management division ensuring that they are able to work to the most up-to-date quality standards, policies and procedures.

i) Ensure that Asset Management division communicates regularly with the financial teams in order that new or amended rental payments are actioned promptly.

j) Ensure that Asset Management division communicates regularly with the other appropriate teams within the Estates and Facilities Directorate so that amendments to the Estates and Facilities Property Information Systems are made promptly.

k) Liaise closely with the District Valuer & Valuation Office and ensure that appropriate provision of the information needed to support the 5yearly asset revaluation process.

l) Support the process for Rates payments to local authorities - ensuring that a programme of rates appeals and reviews is in place.

m) Act as a focal point for complex estate/property queries - collate responses to these queries and keep detailed records of these activities.

Assist the Head of Property and Premises with various specific tasks/projects including:
Property searches, Property disposal, Estate rationalisation.

o) To carry out property inspections to identify and record the condition of the property together with any value sensitive factors. Provide expert advice and recommendations following inspection.

q) To provide information and answer queries from Trust staff and from the public regarding the ownership of land and property and property arrangements.

r) The ability to present findings in a detailed written report is essential.

s) To assist and support on space planning and space utilisation issues across the Trust.

t) To represent the Trust in agreed meetings on behalf of the Head of Property and Premises.

u) To manage specific property rent, rates, service charge and external consultancy budgets within agreed parameters taking a proactive approach to financial control and to authorise and be accountable for expenditure within an allocated budget.


v) The post holder will need to be proficient in the use of a range of standard IT packages (e.g.

Word, Excel and PowerPoint).

w) The post holder may be required to use survey equipment (e.g. establishing exact boundary lines).

Surveying equipment will be provided but the post holder must be able to transport this equipment to the required location.

x) The post holder will be required to visit and inspect sites on a regular basis. These sites/properties will vary in condition (e.g. early stage construction with groundworks underway various stages of construction refurbishment occupied buil
