Knowsley has an exciting role within the Whole Life Commissioning Team as a Placements officer within the ART Placements Team.

The role requires the post holder to identify placements suitable to meet the needs of children and young people from Knowsley, and to monitor contractual compliance across Children's Residential placements, Independent Fostering, Semi-Independent provision, as well as other contracts commissioned by Children's Services


The role is to support the Commissioning and Contracts Officer in identifying and delivering good quality placements and outcomes for Cared for Children.


It includes ensuring that our services are driven by evidenced needs and analysis, and that service delivery meets the needs of, and improves outcomes for Knowsley residents.

We are looking for a highly motivated individual who has experience of:
Understanding of the needs of Cared for Children and appropriate care provision

High level of negotiating and strong interpersonal and communication skills

Knowledge and ability to manage a matching process with Social Workers and care providers to meet the needs of children and young people

Experience and understanding of contractual agreements with providers and liaising with procurement and Legal services

A good working knowledge and understanding of relevant legislation, best practice guidance and key national policy drivers in social care

A good understanding of the external market and the importance of the market oversight and quality assurance function

A good understanding of Safeguarding policies and procedures and the protection of children and young people at risk

Ability to maintain appropriate records and databases


Thorough knowledge and understanding in the use of all Microsoft Office software including Word, Excel, PowerPoint and Outlook, ability to use internal IT systems is essential for this role.

Excellent communication skills are required, both verbally and written.
