Job summary:


This is an exciting opportunity to join a small, busy team of commercial specialists that manage and deliver all aspects of the contract letting process on behalf of HSE.


Reporting to the Head of Procurement you will manage delivery of all aspects of the high volume, fast paced procurement and contract letting function for the organisation, including letting contracts in support of commercial activity being delivered by the Science and Research centre in Buxton.


Job description:


You will manage a team of seven staff dual located in Bootle and Buxton, 2 direct reports and 5 in-direct reports.


You will act as the main point of contact and co-ordination for the organisation and will manage and oversee delivery of the contract letting function, in accordance with the requirements and expectations of the procurement regulations; Cabinet Office spending controls and the Government Commercial standard, including publication of contract award notices.


HSE's annual third party spend is circa £100m and you will work with the Head of Procurement to improve HSE's internal data capture and reporting processes to increase visibility and understanding of spend and develop appropriate commercial strategies for the various categories of spend.

You will undertake specific projects to support the Head of Procurement.

There will be occasional visits to our Buxton office which may include overnight stays.


Person specification:


You must have extensive experience in delivering and managing all aspects of the procurement lifecycle from inception, through to letting contracts and their subsequent management and close out.


You must be a strong communicator, influencer and negotiator dealing with colleagues across all grades as well as external stakeholders.

You will need to be resilient and adaptable in order to manage a high personal workload and that of the team in a fast paced, changing environment to ensure delivery of a quality service to customers.

You must be able to demonstrate a high level of commercial awareness and acumen.


Qualifications:


  • You should either be qualified at CIPS Level 4 or currently working towards qualification at Level 4.
