The Discovery Business Analyst is an important role in the project discovery function for PDS, reporting to the Discovery Manager.

The post holder is responsible for working with the project discovery team to discover, analyse and assess new project requests.

Helping to build the project scope, outline business cases and proposals as required.

Key Responsibilities

  • Develop project requests from initial receipt into clearly focused and defined proposals to enable effective decision making
  • Liaise with key stakeholders, ensuring accurate understanding and representation of project requirements
  • Clearly identify risks, benefits, resource requirements, ongoing service commitments and financial considerations to support decision making
  • Undertake effective engagement with internal colleagues to understand the needs of all PDS functional, portfolio and programme elements in the development of proposals, ensuring comprehensive consideration of organisational need
  • Formulate, develop and undertake discovery activities
  • Construction of outline business cases including cost benefit analysis as required
  • Work effectively as part of the discovery team and wider organisation, ensuring all work requests are handled in a timely and efficient manner
  • Carry out research activities with users to gain a deep understanding of the people that use digital services
  • Undertake reviews of system or policy usage across policing to provide landscape data to inform decision making
  • Use data modelling practices to analyse findings elicited from business, technical, operational, and cyber stakeholders to form a set of requirements to enable projects for successful delivery
  • Consider opportunities and potential risks with associated mitigation attached to suggestions made by key stakeholders
  • Working with DDAT/Cyber & business engagement functions to Identify the processes and information technology required to introduce recommendations received
  • Gain agreement from senior management or programme sponsors, of the best method of introducing recommendations into the proposed project, being able to influence persuasively to ensure benefits delivery accountability is accepted by senior staff and officersas they are convinced about the initiative
  • Communicate the benefits of your recommendations across PDS, National Portfolio and customer Forces and help to address any uncertainty and concerns raised by the user communities
  • Produce written documentation to support your work, report on findings and to present to stakeholders when necessary.
  • Develop outline acceptance criteria to enable senior management to validate and signoff on transitioning elements, and operational or support service process improvements.
  • Support knowledge transfer and migration of processes, documentation, methods etc into PDS from the Portfolio and other
  • National Programmes, utilising current structures where possible or recommending and implementing where required
  • Ensure the security of information and that company information assets, systems and infrastructure are protected appropriately
  • Work with PDS colleagues to utilise existing and continually improve delivery models
  • Carry out the role in a responsible, professional and securityaware way

Experience:


  • Essential _
  • Proven, demonstrable and current business analysis experience in large and complex organisations with equally complex service requirements
  • Change management and business process experience, together with a proven track record of service transition
  • A proven record of dealing with complex services and meeting conflicting demands, working to strict time management deadlines.
  • Demonstrate significant experience of designing, improving and managing service functions within in a large complex multifaceted organisation
  • Demonstrate ability to think strategically whilst having a strong focus on performance and operational service delivery
  • Desirable _
  • Experience of 'Blue Light' and/or Government organisation governance.
  • Supplier relationships experience in the Police Tech marketplace.
  • Experience with Systems Thinking, six sigma or similar business improvement techniques.
  • Experience of business case construction
  • Experience in a discovery / commissioning function
  • Proven security domain knowledge in terms of the successful delivery and/or transition of internal service(s) to managed service providers and/or outsourcing environments.

_Working Arrangements_

  • This role is based remotely, however occasional travel will be required.
