The Team

Financial Planning sits at the heart of the Council's financial services, co-ordinating the medium-term financial planning process and leading on monitoring the approved financial plans in year.

A small team, we are progressive and outward looking, and we play a critical role in determining the Council's spending power and how this is invested.


We do this by working effectively with our partner teams (Business Partnering, Local Taxation & Benefits and Economic Development), working to enable the organisation to take the best decisions supported by the best financial and non-financial information, and being solution and action focussed at all times.

The financial environment in which the Council operates has changed enormously since 2010, with greater funding risk and opportunity.

We need to increase the size of our team so that we can build capacity and resilience, and so that we can do more of the high value high impact work which supports the financial sustainability aspirations of the organisation.

The Role

The Financial Planning Strategic Lead leads the team which coordinates the Council's financial planning processes, which in turn helps the Council to make the best use of resources which will deliver the best outcomes for the people and place of North Lincolnshire.

You will lead a small team which undertakes complex data analysis and forecasting - including the integration of relevant financial and non-financial information and other intelligence.

The role is responsible for a wide range of other duties, including corporate business partnering, the production of monitoring reports for Senior Leaders and Cabinet, and coordination of the completion of Government returns.

The Council's gross tax base for business rates and council tax is more than £215m, comprising over 5,600 businesses and 76,000 households.

The analytical skills needed for this role will be pivotal in identifying trends and changes in the taxbase, and for maximising opportunities and managing risk effectively.


To succeed in this role, you will have experience of leadership in a financial environment and experience of financial analysis within a complex organisation and highly proficient with Microsoft Excel.

Ideally you will have knowledge of business rates and/or council tax, although this is not essential. We will support you into the role and on your development journey.
