Job summary:


  • Assist SO1 Comd Plans (Fin) in providing financial and planning support to JHC Forces and financial submissions to Army Top Level Budget (TLB). Including the use of COGNOS (Financial data) Planning Analytics, Planning Budgeting & Finance (PB&F), Contract, Planning and Finance (CP&F), CHURCHILL (Army activity) and Stock Feeder systems.
  • Assist SO1 in the production of the JHC Higher Level Budget (HLB) monthly Forecast of Outturn (FOO) including identification of misbookings, accruals and drafting and posting Journals to the General Ledger.
  • Providing financial support to JHC Forces relating to the In Year Quarterly Performance Risk Review (QPRR) process, Force Prep Screening (FPS) and Annual Budget Cycle (ABC) submissions.
  • Financial Advisor to Force Commanders at Force Prep Screenings and Force Command Boards.
  • To provide direct financial, regularity and proprietary and governance support to JHC Forces, ensuring compliance to Internal Controls Assurance Framework (ICAF).
  • Ensure that mandatory regular assurance audits and checks are undertaken for Electronic Procurement Card (ePC) includes Overtime, Civilian Claims etc.
  • Undertaking first line scrutiny of funding requests via Business Cases (F17)
  • Official Hospitality etc, providing advice on route to market and processing payments and exemptions.
This position is advertised at 37 hours per week.


Job description:


To support SO1 Comd Plans (Fin) by:

  • Provide assurance to SO1 on the accuracy of Annual Budget Cycle (ABC) and IYM (In Year Management) data presented, by understanding and validating the link between the ABC and IYM.
  • Assist SO1 with the implementation of Corporate Governance policy.
  • Support SO1 in production of the monthly HLB FOO
  • Identify, generate, register and reconcile misbookings and accruals
  • GL009 & GL010, including fuel accruals approval process with Air and Navy Commands.
  • TLB mandatory returns Quarterly Annual Review (QAR)
  • TLB returns e.g., VAT, CP&F
  • Maintenance of Contract Monitoring Information, reconciling Actuals to IY profile.
  • CP&F approver and authoriser.
  • Work with SO1 in the preparation of the ABC financial data by interpreting Force Preparation Submission into activitybased forecasts.
  • Ensure that mandatory regular assurance audits and checks are undertaken.
  • Provide advice and guidance on all aspects of regulatory and proprietary for all business units.
  • Conduct ABC/Churchill scrutiny validation for JHC Forces.
  • Financial Advisor to Force Commanders at FPS.
  • Demonstrating the relationship between CHURCHILL business activities and HLB yearend Forecast.
  • Manage the JHC F17 and IYM approval process, ensuring compliance to Internal Controls Assurance Framework (ICAF), Regularity & Propriety policy, Official Hospitality, Working Functions, Battlefield Studies, Adventure Training.
  • Conduct JHC 120day CHURCHILL review for JHC Forces, identifying resource movement.
