SW Locums are Looking for Civil Enforcement Officers to join the team at Liverpool City Council.

Previous experience as a Civil Enforcement Officer is essential._


We are pleased to be representing our client Liverpool City Council in the recruitment of Civil Enforcement Officers to join their current team.


Duties:
Enforcing Illegally Parked Vehicles throughout the City and surrounding areas.


Hours: 35 hours per week across 5 days, day and night shifts are available and overtime where required. Standard, Week End And Bank Holiday rates apply.

Whilst this role would be 3 months the client is looking to recruit full-time in the long term.

This role is offered via Parking Personnel part of SW Locums


Primary purpose of the job:


To secure effective and efficient enforcement of Decriminalised Parking Enforcement/Civil Enforcement as required under the Road Traffic Act 1991 and Traffic Management Act 2004 or other legislation as required.

In addition the enforcement of various Traffic Regulation Orders on all designated Pay and Display Car Parking areas/sites both On and Off Street.


Main areas of responsibility:


  • To ensure the efficient and effective enforcement city wide of waiting restrictions, loading bays, footway parking, pay and display parking, contract/resident parking schemes within the designated permitted parking area/controlled parking zone in accordance with the Road Traffic Act 1991/Traffic Management Act 200
  • To carry out mobile patrols throughout the day at locations in accordance with policies and procedures city wide and to issue relevant penalty Charge Notices to vehicles parked/moving in contravention of Traffic Regulation Orders. To authorise in accordance with policies and procedures the immobilisation or removal of vehicles parked in contravention of Traffic Regulation Orders.
  • To record and report in accordance with policies and procedures defects in signs, lines, other parking equipment, general repair and maintenance matters, defects in street furniture, standards of cleanliness and other problems detrimental to the parking area and public safety.
  • To carry out other citywide enforcement duties as directed.
  • To wear a uniform as issued and in accordance with policies and procedures.
  • To work outdoors throughout the day in all weathers.
  • To attend hearings in accordance with policies and procedures of The National Parking Adjudicator, other Courts, Tribunals, and present evidence in relation to the issuing of a Penalty Charge Notice or other enforcement documentation.
  • To assist with the temporary suspension/closure of parking areas/car parks.
  • To provide general advice and guidance to members of the public.
  • To utilise and be responsible and accountable for the radio and hand held computer terminals or other equipment as supplied to you.
  • To undertake other duties associated with the post or service provided.

General Service Conditions:

  • Shifts may be altered with sort notice (24 hours) from time to time in the interests of service provision.
  • To build strong working relationships between local communities, public sector agencies, local businesses and other key partners.
  • To contribute to sustainable development in all duties undertaken.
  • To participate in all aspects of training and development, including the maintenance of disciplinary standards, as directed. Use all learning opportunities to develop personal skills necessary to improve effectiveness, efficiency and delivery of service in recognition of the Portfolio's business and service target

Requirements:


  • Detailed knowledge of the Highway Code.
  • Awareness of relevant legislation and Health & Safety requirements
  • Evidence previous experience in a front line customer facing environment
  • Evidence of working in all weathers and adverse conditions
  • Excellent communication and presentation skills, and the ability to communicate in written and oral formats
  • Ability to establish and develop positive relationships with all stakeholder's support agencies, partners, community groups, business sector and the public
  • Ability to work citywide in all weather conditions and adverse environments and be mobile on foot for long periods of time.
  • Experienced user of various Microsoft software(Word Excel, Outlook)products.
  • Ability to use a Handheld Computer Terminal.
  • Current full clean driving licence (manual vehicles).
