The Housing Repairs & Improvements Service are recruiting a Technical Officer with the main focus of undertaking energy performance assessments and the generation of EPC's for our Council Housing stock.

The post holder will be required to assist in addressing the shortfall of EPC's.

The Energy Efficiency Standard for Social Housing (EESSH) aims to improve the energy efficiency of social housing in Scotland and set a first milestone for social landlords to meet for social rented homes by 31 December 2020.

The second milestone sets a target of all social rented homes to meet the EESSH2 target by 2032. In order to determine compliance with the EESSH/EESSH2 standards EPC ratings are needed for all of our housing stock.


Compliance with EESSH/EESSH2 contributes to the strategic priorities within the Perth & Kinross Offer by ensuring there is equality and fairness of energy efficiency performance across the local housing stock.

The performance of our compliance with the standard is also monitored and requires to be reported on at a national level.

The post holder will normally be based in Pullar House and will currently be working from home; they will be a key and integral part of the Housing Repairs & Improvements Teams.

The successful applicant needs to possess good communication and interpersonal skills along with a commitment to Customer Care as many of the duties carried out will involve consultation with tenants and owner occupiers and also liaison with other Council Services, utilities and external agencies.

The post holder will also be expected to demonstrate a commitment to Health & Safety.


Requirements:


Applicants must have significant, appropriate experience as a DEA Assessor and must hold a qualification as a licenced Domestic Energy Assessor (DEA) in order to evidence that they can undertake Energy Performance Certificate (EPC) assessments.

This qualification should either be a City & Guilds Level 3 or an ABBE qualification. Evidence will need to be provided of ongoing CPD in accordance with the industry requirements. Applicants must hold an HNC or equivalent, preferably in a construction related discipline.

You must have an awareness and understanding of the CDM Regulations and be willing to undertake training to carry out the role of Principal Designer on small scale construction projects.


We are looking for someone who is computer literate, preferably with experience of working with Microsoft IT packages and have skills that enable the use and interrogation of databases effectively and should have the ability to design spreadsheets to report statistical information for financial and performance monitoring.

You must have excellent verbal and written communication skills and be able to communicate key ideas, project overviews and updates which can be easily understood at all levels.

You must be able to establish and maintain effective networks with internal and external contacts.


You must also be able to engage, communicate and consult with tenants and other customers on improvement and modernisation projects and liaise with other Council services, utilities and external agencies.

You must be adaptable to change and have a flexible approach to achieving the overall aim of a project.

You also must be well organised, with the ability to manage programmes effectively and produce accurate, high-quality work to tight timescales.

We are looking for a good team player who understands the need to work collaboratively with colleagues and external partners and recognises and values other people's strengths.

You must however be able to work on your own initiative with mínimal supervision and be capable of prioritising your own and others workload in order to meet deadlines.


The Individual:

Importantly, you should have a non-judgemental attitude, be empathetic and sensitive to tenants and resident needs.

You should be able to drive and hold a clean, current driving licence as there will be a requirement to travel to various locations within Perth & Kinross.
