About the role and what we're looking for

Job purpose

The council is seeking to recruit a Procurement Officer to join the procurement team to contribute to making the procurement team integral in being a strategic function across both councils to ensure compliance and deliver value for money for both capital and revenue expenditure

The successful applicant
- will act as procurement support to the Senior Procurement Specialist on a wide range of procurement activity across both Vale of White Horse District Council and South Oxfordshire District Council.

  • Be committed to undertaking the training required to become qualified under the Chartered Institute of Procurement and Supply (CIPS)
Main duties and responsibilities

  • Support the Senior Procurement Specialist on a daytoday basis
  • Provide support and guidance to service teams on procurement to ensure compliance with UK procurement legislation and the council(s) internal rules and regulations
  • Responsible for publishing all contract opportunities and contract awards on the eprocurement system (Proactis) including uploading documentation and dealing with clarifications
  • Provide support in reviewing Contracts Procedure Rules and maintenance of procurement manuals and templates, when required
  • Provide support at stakeholder review meetings
  • Provide information to Internal Audit and tracking the implementation of any recommendations
  • Assist in providing training for internal staff
  • Responsible for regular maintenance of the councils' Contracts Registers.


The duties may vary from time to time without changing the nature of the post or the level of responsibility and the post holder may also be required to carry out any other duties appropriate to the grading of the post.

Your essential skills, knowledge, and experience

  • Two years procurement experience including market research, document preparation, financial analysis
  • Able to demonstrate handson experience of efficient procurement procedures and processes
- ability to multitask, prioritise, and manage time efficiently
- able to be adaptable, patient, and diplomatic
- ability to work under pressure and to tight deadlines
- good oral and written communication skills
- good interpersonal skills
- accurate attention to detail
- goal-oriented, organised team player
- ability to work well with management and staff at all levels
- proficient in the use of Microsoft Word, Excel and E-mail.

Your essential qualifications

  • 5 GCSE's grades A-C or equivalent to include English and Maths
If you have the following experience or qualifications - it's a bonus

  • A member of, or actively working towards becoming a member of the Chartered Institute of Procurement and Supply (CIPS)
- use of electronic procurement systems

  • Experience of negotiating contracts would be advantageous
  • Local Government or other Public Sector experience.
