Enforcement & Market Oversight (EMO) is responsible for the FCA's market monitoring, delivery of the functions of the Listings regime and the investigation and prosecution of misconduct pursuing and remedying misconduct using the whole spectrum of criminal, civil and administrative sanctions and remedies against firms and individuals.


The division aims to:

  • Be a world leading function, with professional and motivated staff, taking the right cases that have a positive impact on the way financial services work.
  • Promote the conduct that supports trusted, orderly and efficient primary and secondary markets.
The department works across the FCA, providing specialist financial crime intelligence support to Authorisations, Supervision, Enforcement and Market Oversight.

Intelligence also represents FCA interests externally to the wider crime and security community, including law enforcement and helps shape multi-agency campaigns against criminals in the regulated sector as well as wider economic crime policy.

Intelligence also leads on sustaining international engagement with law enforcement agencies overseas.


What does this role involve?- Undertaking the delivery of specialist intelligence support to the Crypto Financial Promotion and wider crypto framework of Authorisations and Payments & Digital Assets Supervision to aid decision making.- Managing the tactical delivery of intelligence to internal and external stakeholders (escalating and referring cases on differing topics or complexity).

Including the appropriate handling and dissemination of sensitive intelligence within these processes.- Researching, preparing and disseminating intelligence products for internal areas such as Authorisation, Supervision to support the work on Crypto Financial Promotion. Skills/Experience Required


Minimum criteria- Ability to work flexibly, effectively and at pace, responding to queries, managing demands and tasks, resolving issues to achieve and maintain high standards through empowerment and trust;- Ability to prioritise and deal with a large and varied case portfolio with differing and pressing deadlines and requirements;- Knowledge of the AML regime across the financial services sector and the UK Economic Crime landscape;- Current Accreditation or ability to attain Financial Intelligence Officer (FIO) or SAR Researcher status, with experience of handling SARs and DAML (Consent) reports and using financial intelligence databases (i.e.

Moneyweb, ARENA, JARD, Consumer Databases, etc.

Essential criteria- A level of knowledge of cryptoassets (ie. Coin ATMs, Exchanges, Wallet holders and Peer to Peer) would be beneficial.- Experienced in researching and analysing multiple pieces of intelligence to reach conclusions and make judgements to aid decision making. With an ability to confidently present the outcome of that analysis clearly and effectively, orally and in writing to stakeholders- Proficiency in storing, sharing, handling and using intelligence (including sensitive intelligence) effectively and securely, including managing records systems, tools and confidentiality- Experience in intelligence investigation and intelligence collection techniques including OSINT and SOCMINT research using subscription and closed sources- Working knowledge of all legislation relevant to specific role (FSMA, MLRs IPA, CPIA, GDPR/LED, etc),
