The London Borough of Islington is looking to recruit an experienced, proactive and compassionate individual to the Supported Accommodation Referrals team to work as our rough sleeping coordinator.


To contribute to the development of Islington Council's Supported Accommodation Programme to ensure optimal use of housing support services for vulnerable residents in the community and to prevent homelessness.

The London Borough of Islington is looking to recruit an experienced, proactive and compassionate individual to the Supported Accommodation Referrals team to work as our rough sleeping coordinator.


You will liaise with Outreach, Housing Managers, Support workers, Care Managers/Brokers, substance misuse services, mental health services, Probation Services and the voluntary sector to ensure vulnerable people are appropriately housed and supported accommodation services are fully utilised.


The post holder will also conduct periodic housing assessments and provide advice and assistance on a range of housing options including tenancy sustainment and placement into temporary accommodation hotels.


You will have experience of working with vulnerable people within a housing setting and possess the skills necessary for successful inter agency working.


  • You will coordinate and participate in the rough sleeping count ensuring that a suitable number of staff and volunteers take part.
  • Work alongside outreach to meet with clients face to face to discuss their housing needs/options.
  • You will be expected to coordinate the delivery of specific homeless services aimed at reducing rough sleeping in Islington and work proactively and predominately in the office and community.

The team sources supported accommodation placements for vulnerable clients. The purpose of such support is to enable clients to live as independently as possible.

You will be responsible for managing the rough sleeper's pathway from the start to finish of each eligible rough sleeping clients housing journey.


To liaise with key stakeholders, including providers, service users and community groups, to ensure the collation of consistent and accurate information for Islington's needs mapping and any other related data collection required by the Strategy and Commissioning Teams.


To consult and liaise with Outreach, Housing Providers, Support services, Social Services, Health services, Probation and community safety teams to identify their priorities for supported accommodation and other housing services and to ensure their involvement in the co-production of services where appropriate.


To liaise with referral agencies and the providers of support services ensuring relevant assessments have been completed and delay in service take up and voids are minimised, and individuals are supported in achieving successful housing transition.

To provide effective advice on housing options to referral agencies.

Where necessary referral co-ordinators can be co-located in key services to deliver support and advice to key stakeholders and referral partners.

To participate in joint reviews with service providers of identified services to discuss the operational aspects of the service.


To record and monitor referrals on Iworld and Anite and manage the waiting lists for all schemes and sheltered accommodation, identify options with housing providers about client move on and track clients ready for move on.

To lead on the development of policies and procedures for needs assessments as part of the supported accommodation programme.


To develop and provide training or briefings as required on the referral process and move on to aid implementation of the programme.


To support Strategy and Commissioning events, conferences and other relevant meetings and ensure the involvement of key stakeholders, including support providers, carers and service users at these meetings.


To contribute to the development of a supported accommodation strategy for Islington and other strategies linked to the Strategy and Commissioning programme.


To liaise with other boroughs as appropriate to develop effective cross-authority working and ensure supported accommodation funding is allocated in a way which best meets needs in Islington and London as a whole.

This will be of particular relevance with cross authority services such as those for rough sleepers or survivors of abuse and violence.


To contribute to the development of performance reviews of housing related support services in line with guidance and in conjunction with the Contracts and commissioning team to ensure they remain relevant to Islington's Housing, Community Care and other strategies.


To consult with service users in reviews on issues around access to services and move on opportunities and ensure their views are represented in any monitoring outcomes.
