This post will be part of the Integrated Commissioning Board (ICB/ICS) Programme of work to build a system response to the wellbeing and retention of staff.

The key aim of this programme is to draw together smaller scale, local projects and transition to a system approach across health and partners; this must span wellbeing, workplace awareness and support alongside recognition of wider, political and socio-economic changes.

The Transformation Lead will establish systems of monitoring, build on existing networks, accelerate existing projects and establish alignment with clinical best practice and the political strategy.

Working across organisational boundaries is an essential component.


This will include:

Development of and implementation of a system-wide strategy Engagement with the existing system wide (NHSE) staff networks and Cross Government Menopause Network to align priorities, strategies and to establish a community of practice, informal peer to peer sharing mechanisms Work with staff to establish and implement mechanisms of support and knowledge sharing Engagement with, analyse and implement clinical best practice and expertise Allocation of operational resources and identify opportunities to utilise effectively.

Effective programme management systems and governance.

The post holder will be responsible for:
Leading the design and delivery of the Menopause Transformation programme workstreams. Engage with the senior stakeholder group.


Providing expert advice and leadership for project management activities to all those involved in the transformation project and ensuring delivery of the work programme.

Work with stakeholder organisations to ensure reporting, finance, HR/OD, commissioning, workforce and engagement are implemented. Oversee and delivery of the system change.

Key Functional Responsibilities The post holder will be responsible for working across organisations to lead the implementation of the aims for the transformation and embedding change.


Duties include:

Working within the system to undertake: o The initial assessment of where the greatest opportunities for transformation sit and its component systems; workstreams o Scoping delivery plans and leading the engagement across multiple parties and organisations within the system o Ensuring that systems are aware and building on pre-existing work and support made available from NHSE/Social Care o Acting as a critical friend to the system; ensure plans are robust o Ensuring that systems are appropriately supported to track delivery o Highlighting when systems require additional support, or when there are significant blockers that need intervention o Engaging with equivalent colleagues in other systems/regions and into the wider Civil Service Menopause Network to share learning and maximise the scope and pace of local delivery o Align the activities taking place in different organisations to the aims of the programme o Maintaining the link with clinical representation so that the system/systems remain supported in their clinical engagement o Maintaining awareness of other initiatives being carried out locally and nationally, raising interdependencies with colleagues Acting as the link between the system/systems and the Regional team, including o Ensuring the local system delivery is aligned to the strategy o Providing updates to the ICB on delivery progress o Raising risks to delivery and working locally to resolve these o Highlighting any innovative activities taking place the system could learn from o Highlighting to the opportunities to share learning Operational requirements Providing flexible implementation support and expertise to systems including input to the systems strategies, project management expertise, drafting communications material and leading clinical and patient engagement.

Ensuring that local systems remain sighted on the regional and national strategies and the available transformation resources.

Ensuring that colleagues across the system are made aware of any key risks to delivering the objectives Evaluate, interpret and locally implement best practice.

Provide overall management to the whole function(s).

Develop and implement qualitative and quantitative measures to determine performance against the organisational strategy. Report progress against the strategy through personal representation at senior management forums and by written reports. Tailoring delivery to meet the needs of the audience. Ensure that best practice is developed and delivered at all levels.

Challenge ways of working and persuade, motivate and influence other senior managers to realign their practice where necessary.

Work across the local system to ensure that appropriate strategies are employed in line with business objectives and that these are fully cascaded.
