We are seeking a Principal Transport Compliance and Training Officer to join Fleet Team.


The postholder will manage a team consisting of compliance and administration officers and lead on and provide technical advice on the compliance of the Councils fleet and drivers to ensure that all the cultural, operational, and statutory arrangements are met (under the Councils vehicle Operators Licence).


The postholder will assist the Head of Corporate Fleet, Transport and Accessible Community Transport Manager in the management of the compliance of Council fleet comprising of 500+ vehicles and 30+ items of plant, providing cover in deputising for the Head of Corporate Fleet, Transport and Accessible Community Transport Manager at meetings, conferences and presentations for compliance and systems related issues.


This is an office-based role working within the Fleet and Workshop office at our Waste and Recycling Centre on Cottage Road, N7 8TP.

Leadership / Management

  • To manage a team consisting of compliance and administration officers and lead on and provide technical advice on the compliance of the Councils fleet and drivers to ensure that all the cultural, operational, and statutory arrangements are met (under the Councils vehicle Operators Licence).
  • To assist the Head of Corporate Fleet, Transport & Accessible Community Transport Manager in the management of the compliance of Council fleet comprising of 500+ vehicles and 30+ items of plant, providing cover in deputising for the Head of Corporate Fleet, Transport & Accessible Community Transport Manager at meetings, conferences and presentations for compliance and systems related issues.
  • Manage relationship with external suppliers, holding regular review meetings and ensuring service levels are met.
Training

  • Management of driver assessment and training bookings, providing driving tuition or assessments as required, focussing on safe and fuel-efficient driving.
  • Assist in the creation, implementation, and management of thorough corporate driver assessment, induction, and training programme. Keep accurate driver training records, including assisting with creation and implementation of driver training matrix. Devise, develop and deliver relevant training, instruction and guidance policies for fleet users and drivers and monitor driver conduct and vehicle roadworthiness.
  • Provide expertise, support, and guidance to staff at all levels relating to all driver training and legislative requirements, contributing to development and implementation of corporate fleet and road risk management policies and procedures.
  • Management of Driver CPC training, ensuring all vocational drivers complete necessary training within specified timeframes.
Governance and reporting

  • Act as a vehicle Operator Licence holder for Council, ensuring compliance with the required provisions guaranteeing fleet operations are delivered and all operatives are aware of and work in accordance with all Health and Safety legislation and industry standard best practice. To monitor compliance of the Councils vehicles and drivers in accordance with legislation, policy and procedures set by the Council.
  • Foster and maintain effective working relationships with external enforcement bodies in relation to the Councils duty to operate within the terms and statutory obligations of their Operators Licence. Assist the Head of Corporate Fleet, Transport & Accessible Community Transport Manager in the formulation and implementation of policy, over-seeing legislative compliance for fleet, both in accordance with the terms of the Councils Operators Licence and in regard to the Councils duty of care. To Create, implement, and continuously develop fleet guides, policies, driver handbooks and other fleet engagement practices.
  • Provide expert technical advice and reports concerning the safe, efficient, and legal operation of the Council's vehicle fleet including KPI's related to the Council's OCRS score, DVSA Earned Recognition and internal and external customer KPI's.
  • To lead the Councils Fleet & Drivers Compliance Working Group, comprising operational line manager and support staff.
  • Assist in creation and implementation of post incident procedure and reporting, focussing on reducing collisions, reducing risk, and improving driver behaviour.
  • Use innovative methods through vehicle telematics and other technology to monitor and improve driver behaviour and working with the Environment team to compile and publish KPIs. Using various transport management systems to monitor and report on driver compliance performance, highlighting any issues to Head of Corporate Fleet, Transport & Accessible Community Transport Manager within an agreed timeframe.
