About UK Infrastructure Bank

Job purpose


Provide strategic direction and accountability for the delivery of an effective internal Financial Risk framework, underpinned by processes and controls that ensure compliance with all regulatory, financial and operational requirements.


Core responsibilities

  • Develop and implement a strategy, framework and plan and associated policies, standards and procedures to drive, promote and maintain a strong Financial Risk culture within the business
  • Provide strategic direction to UKIB's senior management team on financial risk matters and oversee the associated systems and controls, to ensure management of associated current and future risk.
  • Monitor and test the Bank's financial risk profile, including limits and early warning indicators, to ensure we remain within Boardapproved risk appetite
  • Monitor overall portfolio credit risk (default probability, stress testing, risk rating distribution, portfolio concentration) to ensure the financial risk profile is understood and within appetite
  • Conduct second line review and approval of investment proposals (Debt, Equity and Guarantees) and maintaining a good balance between return and risks exposure, and provide guidance and recommendations for the Early Engagement Committee and Investment Committee
  • Review and challenge data including data relating to credit risk models used for underwriting, financial forecasting, and stress testing, and the ECL model and economic capital model to ensure the adequacy of IFRS9 general provisions, liaising with internal stakeholders and External Auditors as required
  • Chair the Model Risk Oversight Committee and oversee model validation to ensure quality, consistency and governance of financial risk models and data
  • Development, coordination and delivery of financial risk management information and intelligence about developments and prospective financial risks and exposures in the portfolio and deliver these in a timely manner to Senior Management, Board, and auditors as required
  • Oversight of the financial risk system architecture and reporting of financial risk data from the IT systems and financial risk management systems, the testing and validation of Financial Risk valuation models and the development of financial risk measurement methodologies
  • Engage a highperforming team to deliver the function's strategic and financial risk framework
  • Prepare and present clear and concise financial risk reports and recommendations to UKIB's Executive Committees, Board and Board committees to ensure compliance with current and future regulations
  • Ensure and, where appropriate, conduct internal financial risk reviews, audits, investigations and monitoring activities, including periodic reviews of functions, and ensure all actions from audits and reviews, including internal and regulatory audits, are implemented

Required behaviours, experience and technical Skills

Experience

  • Extensive experience of financial risk management
  • Experience leading a highperforming team
  • Exposure to working with Board level colleagues
  • Experience of infrastructure finance, corporate and project finance
  • Experience of working with government would be an advantage but not essential

Knowledge

  • Deep knowledge and expertise of infrastructure investment, credit and market risk
  • Knowledge of equity and debt products as well as guarantee schemes is required

  • The ability to manage a team with a broad range of experience and technical skills
