Job summary


Do you have experience of registering spatial and textual data and working within or managing a data entry team? If so, Our client is now looking for a Data Team Manager to join the Local Land Charges Programme (LLC) within the Nottingham office.


In this office based role, you will be responsible for providing first and second line management and team supervision to the Data Transformation Team working in the Nottingham office, comprising of 30 staff.

You will oversee their daily workloads, includingscanning, data input, spatial data creation and query resolution tasks, to support the migration of local authority local land charges onto their digital register.


As Data Team Manager, you will be responsible for ensuring the Data Transformation Team have access to the right support from their contacts to deliver data tasks to agreed processes.

You will develop strong working relationships with both internal and externalstakeholders to enable the Data Transformation Team to progress migration activities smoothly.

You will also support team development and continuous improvement within the team.


You will be able to identify and support fresh opportunities for new migration approaches driven by data uncovered within each migration.

You will react quickly to changes in priorities as driven by Programme needs and support the team in adapting to changesthrough good leadership and communication.

The Programme

Local land charges (LLCs) are generally charges or restrictions on land usually imposed by public authorities under statutory powers and affecting successive owners and occupiers of the land.

Examples include planning conditions, tree preservation orders orlisted building status.

This information is key to a buyer's decision to invest in a property or parcel of land and is obtained as part of a local authority search completed as part of the home buying process.


LLC information is currently held by over 300 individual local authorities, in varied formats (digital, electronic, paper, microfiche), standards and accessibility.

Currently it can cost between £0 and £100 and take between a day and over a month to obtainthis information from the local authority.

Through the Infrastructure Act 2015, Ministers gave them the powers to create a single national and live digital register of LLCs across England and Wales.


The LLC programme will transform a fragmented service, lacking consistent standards into a single, national register of around 25 million data items.

The data will be held geospatially and on a register that includes a map of the affected land.


Job description


As Data Team Manager, you will oversee the Data Transformation Team onsite at the Nottingham office, which will include acting as a second line supervisor to deal with any challenges that arise and recruiting and onboarding new agency employed team members.


You will proactively manage and support change activity and continuous improvement to drive improvements in quality and efficiency standards within your team.

You will also support wider logistics and the development of fresh approaches as needed, to ensurethe team have the tools and resources available to progress migration at pace within agreed timelines.


Within this fast-paced role, you will also identify opportunities to collaborate across the Local Land Charges Programme and with key stakeholders, including their Quality Team, Business Analysts and Data Managers, to drive both solutions to data issuesand improvements within your team and the wider Data Transformation Team, to enable migration activities to be delivered on time.


Furthermore, you will actively contribute to the work of the Data Production Management Team, offering timely updates on assigned tasks at weekly feedback sessions, escalating issues where appropriate, and participating in the evaluation of digitisationand transformation as part of continuous improvement activity.


This role will also require occasional travel to other offices, local authorities and other locations to support migration activity, which may include over-night stays at short notice.


Due to the nature of the role, you must be able to work a minimum of 30 hours per week.


Person specification


To be successful in this role you must have experience of registering spatial and textual data and working within or managing a data entry team.

You will also be experienced in leading and coaching a team to deliver against quality and efficiency goals.


You will be experienced in working closely with internal and external stakeholders and managing and supporting change or improvement activity.

Furthermore, you will be able to demonstrate experience of understanding issues you can resolve and those thatneed to be escalated for resolution.
