Report to - Programme Manager

Our client one of Europe's busiest ferry port, handling 33% of UK-EU trade, worth £144bn per annum.

Each year more than 2 million freight vehicles, 2 million tourist vehicles and 10 million passengers pass through the Port.


It is an asset intense, fast pace operation facilitating the highest volumes of traffic and vessels of any ferry port in Europe.

Each day, the capacity of the port is turned over 5-6 times, which demonstrates the intensive use of the infrastructure to producethe business volumes.


Recently, Port of Dover undertook the largest programme of investment in contemporary times, that of the Dover Western Docks Revival (DWDR).

This programme will see the operational land base capacity expand by 20%, deliver new refrigerated cargo infrastructure,provide a new 250 berth marina and create opportunity for further property development.

Job Purpose


In this role you will be developing and delivering electro mechanical engineering development and industrial maintenance projects from inception to completion in a live operational port environment.

You will be responsible for undertaking and/or managementof the feasibility, design, and delivery of these projects in a leadership role, which will include other engineering disciplines within scope of the overall project.


You will work as part of a team focusing on developing and delivering Engineering projects to maintain and expand the port infrastructure.

You will form part of a broader team looking at the development of future port assets that supports the operationalresilience and growth of the Port of Dover business.

Duties of the Post Holder

  • Be the lead on industrial maintenance overhaul projects from inception through to close out working as an integrated dynamic project team across engineering operations and commercial support teams.
  • Deliver projects through leading inhouse and 3rd party contracted resources, and a mixture of subcontractors as Principal Contractor.
  • Deliver projects by managing a Principal contractor under the NEC forms of contract.
  • To undertake condition inspections and surveys of engineering and building assets.
  • To manage health and safety on construction projects in line with current legislation and best practice and to act in the capacity of Principal Designer as and when appointed by the Snr Portfolio and Strategic programmes manager.
  • To assess and evaluate contractors, consultants, and suppliers against commercial, technical, safety and quality competency criteria and make subsequent recommendations to the Board for appointment.
  • To liaise with consultants and quantity surveyors appointed to take control of a project on the companies' behalf, including the formulation of the "brief/scope" and to monitor the progress of work on site in respect of the brief/scope, time, quality,safety, financial targets and operational constraints.
  • To communicate and liaise with internal and external stakeholders regarding project requirements, updates and operational constraints.
  • To manage the activities of the companies engineering inspecting staff to ensure contractual compliance with the specifications, drawings, risk and environmental assessments. To ensure that site records are maintained to enable works to be measured andevaluated.
  • To furnish reports, regularly for financial and progress reports on projects performance and works, and as required for your manager or supervisor.
  • To provide estimates and feasibility studies for proposed new schemes and alterations to existing assets,including production of infrastructure development strategies and associated delivery and project management plans.
  • To plan, develop and deliver projects within the Port project management framework, and governance processes.
The ideal fit

  • BSc/BEng (or acceptable equivalent) or above in appropriate technical discipline
  • Minimum of 8 years relevant postgraduate work experience of managing and delivering electro mechanical projects in an industrial environment from inception through feasibility, design and implementation to project completion utilising NEC forms of contract.
  • Demonstratable experience of formal project management experience, with an industry recognised project management certification preferred but not essential.
  • Excellent technical writing skills
  • A demonstrable understanding of current CDM Regulations and relevant Health and Safety legislation/guidance.
  • Good user skills in Microsoft Office 365, AutoCAD desirable
  • Must hold a valid driving license and have use of own vehicle
