Role Overview:


Reporting to the Capital Programme Officer, the Mechanical & Electrical Condition Surveyor will be a key player in the Capital Programme Team within the Asset Management Service.

The primary responsibility is to assist in delivering the condition survey program for educational and operational buildings in Lancashire. This includes conducting condition surveys within specified parameters and timelines and inputting data into a property asset management system.


Accountabilities/Responsibilities:


  • Assist in the delivery of condition surveys across Lancashire.
  • Work independently, managing workload effectively in a fieldbased role.
  • Utilize knowledge of building or engineering building pathology to identify defects and associated remedies and costs.
  • Demonstrate understanding of constructionrelated legislation and its implications.
  • Consult with premises managers, central service managers, and other professionals.
  • Contribute to identifying improvements in service delivery.
  • Identify building fabric, mechanical, electrical, and health and safety priorities.
  • Support the preparation and monitoring of Capital Condition Programmes.
  • Conduct adhoc reports, surveys, inspections, and programs of work as required.

Skills and Experience:


  • Experienced Building Surveyor with a relevant professional or technical qualification to degree level or equivalent.
  • Minimum of 5 years' experience in the chosen field.
  • High level of experience and knowledge in building/mechanical/electrical pathology, identifying defects and remedies, building construction types, mechanical or electrical infrastructure (particularly educational buildings), Health and Safety legislation, codes of practice, relevant legislation, and current standards.
  • Experience in identifying and prioritizing condition needs across a varied portfolio.
  • Experience of undertaking detailed condition surveys from start to completion identifying defects and priorities.
  • Experience in construction enabling the assessment of a wide variety of constructionrelated problems.
  • Experience with Department for Education (or equivalent) condition survey methodology.
  • Experience of interpreting information and undertaking analysis of information from differing sources to formulate a conclusion.
  • Experience using property asset management systems to input data.
  • Experience working with or within local authorities, schools, and public buildings.
  • Ability to organize and manage time effectively while delivering various programs, projects, and strategic objectives.
  • Knowledge of asset management principles.
  • Experience working independently with relevant specialized systems, equipment, and/or IT software packages.
  • Good knowledge and experience of Microsoft Excel.
  • Experience working within the built environment.
  • Experience utilizing reporting tools.

  • Desirable: Qualified MRICS
  • Chartered Member
  • Royal Institution of Chartered Surveyors or other recognized Construction/Property profession or organization.
